This paper questions the ability of a reform policy of five years’ duration to create the conditions necessary for practitioners to sustain change. California's school restructuring initiative challenged schools to transfer authority to teachers and to demonstrate that every student could succeed in learning. Analysis of this progressive policy is based upon the ‘best‐case’ experiences of an exemplary elementary school staff. After five years, the teachers are just developing the ability to confront the volatile issues of race and social class that surfaced in their inquiries into persistent disparities in student achievement. Using theories from institutional analysis of organizations, the paper argues that withdrawal of policy support means weakening of the regulative, cognitive and normative legitimacy for the goals and processes of change. Fixed‐term policies which invite radical reform thus leave schools vulnerable to the tradition‐reinforcing institutions that remain after the initiative has ended.  相似文献

This paper provides an overview of the OECD (CERI) programme on ‘Environment and School Initatives’ (ENSI). It describes the emergence and development of an ecologically‐driven agenda for school change, and its rationale, within a shifting policy‐context in which the environmental concerns of the public are being increasingly acknowledged. The programme can be interpreted as a policy response to public concerns. However, ENSI's agenda, the author argues, radically differs from a school improvement agenda based on economistic assumptions. The idea of ‘sustainable development’ as an education policy goal is examined in the light of these two agendas and found to carry ambiguous meanings. ENSI's agenda is concerned with transforming existing structures and processes of schooling to enable students to play an active role in shaping an ecologically sustainable social and economic order. The school improvement agenda is dominated by concerns about the economic performativity of individuals in society. It only appears to imply a ‘fine‐tuning’ of the traditional structures and processes of schooling rather than any radical transformation. The paper identifies conflicting trends within contemporary education policy contexts that carry very different conceptions of envimomental education for ‘sustainable development’. The author argues that in this situation there is a danger that the ENSI network will lose sight of its radical agenda and fail to sustain its previous momentum.  相似文献

In this article, we examine one school’s experience with policy, as a means of shedding light on the intersection of factors contributing to challenges of implementing policies to support the academic achievement and social adaptation of immigrant and minority students in their school context. We begin with the presentation of a ‘big fight’ between two students of different ethnic and racial backgrounds, and consider multiple perspectives of how the disagreement was addressed by teachers and administrators, to offer insight into how issues of race and policy might have been understood by members of the school community. We use a narrative inquiry approach to examine ways in which a policy designed to enhance student participation was interpreted by various members of this school community. This study reveals nuances of the intersection between culture and (hidden) curriculum as it relates to the implementation of policies aimed at creating and maintaining safe school communities.  相似文献

School results for children of poverty ‐ those forced by that poverty to live in inner‐city neighbourhoods ‐generally indicate educational failure at a much higher rate than is seen for students nurtured by wealthier school districts. This failure in school severely limits chances of social and economic upward mobility, which translates into a waste of human capital for the nation's business‐industrial‐political complex, and dashed hopes, dreams and self‐esteem for the individual. Parents and concerned citizens from across socio‐economic strata, long aware of the general inadequacy of schools in poor communities, have demanded improvement, often seeking it through legal and political means. Important strategies among the various federal, state and local school reform efforts to make schooling a meaningful process for all students, and particularly the minority poor, are decentralization and citizen/parent empowerment, the focus of this chapter. The movement to decentralize school governance ‐ an effort to place control into the hands of the people being served ‐ has gained momentum and exists in some form in most large‐city school districts today. An extension of administrative decentralization, citizen/parent empowerment is seen as one of several factors, including teacher and administrator preparation, curriculum renewal, school financing, and school restructuring, vital in the improvement of schools. A look at the meaning and scope of decentralization, operationalized through citizen/parent empowerment, and its probable effectiveness in improving school outcomes indicates that, alone, it is insufficient to ensure positive academic and social performance in school.  相似文献

This article examines the association between formal education, social mobility and independent child migration in Ethiopia, India (Andhra Pradesh), Peru and Vietnam and draws on data from Young Lives, a longitudinal study of childhood poverty and schooling. It argues that among resource-poor populations, child migration sustains kin relations across generations and households and also facilitates children’s progression through the life-course, thus it is fundamental to social reproduction. It reasons that formal education has greatly amplified this trend. Schooling has acquired symbolic value as the prime means of escaping household poverty and realising ambitions for social mobility. As such, elevated educational aspirations combine with systems shortcomings to stimulate school selection, school transfer and school-related child migration. The article concludes by examining the implications for children, for social reproduction and for policy.  相似文献

This study assesses several policy implications of within‐school, between‐classroom variability in pupil achievement. It diverges from current school effect studies by directly modelling pupil achievement in the Jerusalem public primary school system. This three‐level study includes pupils, classrooms and schools, thus allowing an appropriate estimate of the variations between these three levels. The findings show that between‐classroom variability is consistently greater than the estimated variation between schools. These findings contrast with traditional school‐level analyses that usually ignore within‐school variability. In the light of these findings we address three educational and policy issues. First, we probe into the moral consequences of between‐classroom, within‐school variability, specifically focusing on issues of choice and commitment. Second, we scrutinize the administrative policy of ‘social integration’ and reflect on some educational consequences that result from our findings. This paper examines the effect of school social class composition on pupil learner identities in British primary schools. In the current British education system, high‐stakes testing has a pervasive effect on the pedagogical relationship between teachers and pupils. The data in this paper, from ethnographic research in a working‐class school and a middle‐class school, indicate that the effect of the ‘testing culture’ is much greater in the working‐class school. Using Bernsteinian theory and the concept of the ‘ideal pupil’, it is shown that these pupils’ learner identities are more passive and dominated by issues of discipline and behaviour rather than academic performance, in contrast to those in the middle‐class school. While this study includes only two schools, it indicates a potentially significant issue for neo‐liberal education policy where education is marketised and characterised by high‐stakes testing, and schools are polarised in terms of social class.  相似文献

Within a context of global reform agendas that promote economic ideologies in education the discourses surrounding ‘school failure’ have shifted from ‘individual risk’ to ‘a nation at‐risk’. Enhancing the quality of schooling through improving educational outcomes and standards for all, and thereby reducing ‘school failure,’ is simultaneously constructed as enhancing both social justice and a nation’s economic advantage in the global marketplace. Within this broader context, this research explores the complexity of issues related to policy for students at educational risk through an analysis of the Education Department of Western Australia’s ‘Making the Difference: Students at Educational Risk Policy.’ This research adopted a theoretical framework of a ‘policy cycle’ (that allowed for an exploration of power relations within the policy process. Primarily, consideration is given to the competing social and economic discourses found within the policy text and subsequent tensions reflected and retracted throughout the policy process from macro (system), to meso (district) and finally to micro levels within the schools and classrooms.  相似文献

This study was conducted during the academic year 2002–2003 in a municipality in Eastern Finland. It focuses on pre‐school education assessing its quality factors from the parents’, teachers’ and children’s points of view. Theoretically, the study focuses on analyses of the purposes of the national core curriculum and pedagogical issues that are related to understanding quality in pre‐school education. According to this study, parents, pre‐school teachers, and children are satisfied with pre‐school education in general. They all emphasize its importance for children’s development in the areas of cognitive and social skills and development. Results clearly show that pre‐school education should be revised to meet the needs of improvement in the area of co‐operation, the expectations of modern society, and the aims of the national curriculum. In addition, pre‐school education is still searching for its own cultural position in the area of Finnish school and daycare systems.  相似文献

Two key themes of recent UK education policy texts have been a focus on ‘quality’ in public sector performance, and on ‘equality’ in the form of New Labour’s stated commitment to equality of opportunity as a key policy objective. This twin approach can be seen at its most obvious in the concept of ‘excellence for all’. This paper contends that in recent policy texts the vocabularies of quality management discourse and egalitarian discourse have become conflated, serving to mask key issues relating to educational inequality, seen at its most stark in the attainment gap. The paper argues that this has led to a failure to distinguish between the goals of quality management and the ends of egalitarianism. Discursive conflation of this sort risks obscuring the significance of socio‐economic context and the limited impact of within‐school action. The paper also suggests that the focus on equality in terms of school provision paradoxically risks entrenching social inequalities despite the appearance of egalitarian commitment.  相似文献

ABSTRACT

This paper discusses the intervention of the Norwood Report of 1943 in the debate over secondary school examinations. It emphasises the role of the report in supporting the active involvement of teachers in ‘internal’ examinations, as opposed to external examinations administered by examination boards. It relates this debate to its wider social and political contexts. It also suggests a longer‐term historical framework involving contestation between different interests and ideologies for control over examinations, the ‘professionalism’ of secondary school teachers in relation to their own sphere of activity, and notions such as ‘accountability’ and the ‘market’. The contribution of this historical episode to a ‘social history of education policy’ relevant to unresolved issues and tensions of the 1990s is also discussed.  相似文献

The new schooling-leaving age policy in New South Wales, a state in Australia, requires all students to stay at school until they are 17?years old. The policy was introduced in January 2010, with little warning and, it appears, little consideration of its impact in complex contexts. In south-western Sydney, the most diverse region in the city, the impact is just being felt. In this paper, we draw on Ball’s approach to policy, maintaining ‘the complexity and scope of policy analysis – from an interest in the workings of the state to a concern with contexts of practice and the distributional outcomes of policy’. The paper explores the impact of the increase in school-leaving age on the curriculum, and the implications for ethnically diverse schools, and for students with learning and behavioural issues. Interviews with principals, teachers, parents and students suggest that there are dimensions of gender, ethnicity and ability to consider when responding to the new policy. Many schools find a lack of opportunity or too much competition for opportunities, and limited pathways. Whole school change is restricted by inadequate resourcing in some schools and by insufficient social networks in their communities.  相似文献

This paper discusses findings from an evaluation of the New Zealand Ministry of Education's Early Childhood Education (ECE) Participation Programme that targeted local areas where there are high numbers of children starting school who have not participated in ECE. The aim of the programme is to increase participation of these low‐income ‘priority’ children in ‘quality’ ECE. In this paper, two policy initiatives and features that supported participation in ECE are analysed. Engaging Priority Families (EPF) involves a coordinator working with families to encourage ECE participation, home learning and a positive transition to school. Targeted Assistance for Provision (TAP) grants are intended to increase local supply by helping establish new services and child spaces in communities where they are needed. The study used mixed methods: data on enrolments, surveys of Participation Programme providers, interviews with programme staff, surveys of families engaged in each initiative and interviews with a small group of families. The results show that cost, availability and cultural relevance of ECE services are the main barriers to participation of ‘priority’ families. Through brokering, both initiatives helped address complex social issues faced by the families by connecting families with health, housing and social agencies, and brokering understanding of ECE. The results support the argument that national policy initiatives and local actions can help address inequities in participation in ECE associated with socioeconomic status.  相似文献

Recent government policy has emphasised links between the acquisition of social skills by children and young people and their educational attainment. This study aims to fill a gap in the literature about the contribution of school‐based group work programmes to developing children’s social skills. National Society for the Prevention of Cruelty to Children (NSPCC) Children’s Services Practitioners ran four groups for a total of 38 Year Seven children from mixed ethnic backgrounds in two high schools in the North of England between 2004 and 2007, designed to improve children’s self‐esteem, social skills and behaviour. Parents were involved in identifying objectives and evaluating outcomes. The NSPCC’s aim was to deliver programmes jointly with non‐teaching staff and to train them to take responsibility for delivering future programmes. Pre‐intervention and post‐intervention Behaviour Rating Index for Children questionnaires identified small but significant improvements in teachers’ and parents’ assessments of children’s behaviour. Qualitative data referred to improvements in children’s self‐esteem. However, evaluation data showed that the groups struggled to cope with children with very disruptive behaviour, for whom a wider range of interventions and continuing support were required. Key variables included the quality of liaison between the NSPCC and school staff and the provision of suitable venues. Challenges included harmonising education and social work perspectives and expectations, and avoiding disruption to school curricula.  相似文献

This paper traces the trajectory of New Labour education policy since the formation of the first New Labour government in 1997. During that time the policy discourse has moved from a position of individualized school improvement through competition, to one where there is an emphasis on ‘partnership’ and ‘collaboration’ as key mechanisms for improvement. We note, however, that ‘specialism’, ‘diversity’ and ‘choice’ are still key components of policy and that ‘partnership’ often denotes a deficit model, with more successful schools supporting (or in some cases taking over) less successful ones. Although there are the beginnings of a recognition that social class and social deprivation are factors which make achievement at school more problematic, generally New Labour policy has not attempted to alleviate the tendency to social polarization which has emerged as a result of school choice policies.  相似文献

Abstract

This article reports on the findings of an investigation in which 30 secondary schools rated the priority being given to and the likely impact on teaching and learning of a selection of 23 issues currently on the agenda for school improvement. Results are considered for the whole sample, and according to the role of respondents and school context. Schools are giving high priority to the implementation of national policies and school‐generated initiatives directed at improved classroom practice. However, the perceived impact of externally generated change is less than that of change for which school staff feel a sense of ownership. Policies directed at a consideration of resource issues, professional development and salary changes are accorded low priority and are not considered to have a marked impact on teaching and learning. There is a potential for frustration and loss of morale when policies that are thought to be of limited value within schools require time and sometimes extensive consideration. The article's conclusions for policy‐makers are directed at minimising this risk.  相似文献

This essay examines the educational opportunities of people in poverty who receive social welfare assistance. The dominant political theory underlying social policy (including education policy) in the United States has evolved from 1960s and 1970s welfare liberalism into 1980s and 1990s style neo‐conservatism—a theory that embraces principles of the market and individual liberty as paramount social values. Against this backdrop, I review two recent books that provide compelling evidence for this turn and I call for increased understanding of the relationship between social welfare policies and higher education opportunities for those in poverty.  相似文献
