CAS Invites International Panel to Evaluate Its Institute

At the invitation of the CAS, a group of eight international experts convened in Nanjing on October 7th and 8th to evaluate the CAS Nanjing Institute of Geology and Paleontology (NIGPAS). This is the first move of its kind ever made by CAS at the academy level. Earlier this year several CAS institutes had made similar assessments by themselves.

CAS forum for young scientists held in Yunnan

Co-organized by the CAS Graduate University （GUCAS） and the CAS Kunming Branch, 2007 Sciencel00, a CAS annual forum for outstanding young scientists, was opened on 28 November, 2007 at the CAS Xishuangbanna Tropical Botanical Garden （XTBG）, with an attendance of more than 90 experts and scholars from various CAS affiliates.     

The 10th Session of the Fourth CAS Presidium Held in Beijing

Chaired by Prof. LuYongxiang, executive chairman of the CAS Presidium and president of CAS, the 10th session of the fourth CAS Presidium was held on September 2 in Beijing. The CAS Presidium is the standing leading body of the CAS General Assembly, the highest organ of the CAS Academic Divisions (CASAD).     

To serve and promote science development via innovation

CAS should stick to the principle of rendering service to, and giving impetus for, the development of China＇s science enterprise by making S＆T innovations, said CAS President LU Yongxiang. The CAS president made the remarks in a recent talk to communicate the gist of the winter session of the Party＇s Leading-member Group at CAS, which was held from 7 to 11 January in Beijing.     

CAS announces new academicians

Twenty-nine prominent Chinese scientists have been elected as CAS Members and five of their colleagues from US, France and Russia as CAS Foreign Members in 2007. The announcement was made by CAS Vice President LI Jinghai at a press conference held on 27 December, 2007 in Beijing. CAS President LU Yongxiang was present at the meeting.

中国科学院科技扶贫创新举措及成效

中国科学院是我国科技扶贫的先行者和践行者。根据国务院扶贫办的统一部署,中国科学院承担了4个国家级贫困县的定点扶贫任务,包括内蒙古库伦旗、广西环江县以及贵州水城县和六枝特区。近年来,中国科学院发挥科技综合优势,根据贫困地区地域特点,通过部署科技扶贫项目支撑帮扶地区产业发展和脱贫增收,构建服务贫困地区发展的科技扶贫网络,培育贫困地区可持续发展的“造血功能”,取得了显著的帮扶成效。在国务院扶贫办组织的2018年度脱贫攻坚成效考核中,中国科学院定点扶贫工作考核等次为第一等次“好”。     

CAS Action Plan for the Development of Western China Progressing Smoothly

Since CAS is charged with the key task of carrying out strategic, fundamental and forward-looking studies for this country, it is incumbent upon CAS scientists to take an active part in the National Program for the Development of Western China. This is also an important part of the national Knowledge Innovation Program (KIP) spearheaded by CAS. Over the past two years, CAS has made a series of remarkable advances in Western China with regard to the development of research bases, exploration of crucial scientific problems, the training of talented people, and providing consultation services for decision makers.With the furtherance of the national drive to develop the country's western region, CAS will step up its efforts and increase its funding, to make more and greater contributions to the overall development of the region.     

中国科学院法律主体性质及其立法重构

由于历史原因,中科院法律主体性质从《中国科学院暂行组织章程(草案)》开始就存在着模糊的倾向。现有法律主体性质的制度性确认,缺失基础性的法律内涵,使得中科院法律主体性质稳定性和权威性不足,从而难以满足中科院治理体系现代化的客观需求。因此,从应然和实然的角度,建议尽快通过专门性立法确认法律主体性质,设立专门性国立科研机构法人主体,以及明确行政管理授权等方面重构中科院法律主体性质。     

CAS Announces Academicians Elected in 2009

Thirty five Chinese scientists and six of their colleagues from Canada, France and the United States were elected into CAS in 2009. The announcement was made by CAS President LU Yongxiang at a press conference held on December 4, 2009, in Beijing. CAS Vice President LI Jinghai read the list of the new Members.

Soviet scientists in chinese institutes: A historical study of cooperation between the two academies of sciences in 1950s

In the 1950s, the Chinese Academy of Sciences (CAS) engaged in close cooperation with the Soviet Academy of Sciences. The CAS sent scientists to the Soviet Academy to work as interns, study for advanced degrees, or engage in academic cooperation, and a large number of Soviet scientists were invited by the various institutes of the CAS to come to China to give lectures, direct research, help make scientific plans, and collaborate. The comprehensive cooperation between the two academies was launched at a time when the CAS institutes were in their embryonic stage, which suggests that the better-established Soviet scientists had the opportunity to play a dominate role. But the reality is not so straightforward. The case studies in this paper suggest that besides the influence of compatible political movements in China and the Soviet Union and bilateral ties between these two nations’ scientific institutes, disharmony in actual working relationships prevented Soviet scientists from playing the role they might have envisioned within the CAS institutes. The rapid development of the cooperative relationship in a short span of time, combined with lack of experience on both sides, made for a disharmonious collaboration.     

Maiden voyage of a novel research ship

Shiyan-1, a new research vessel of CAS, recently accomplished its first official journey in South China Sea. CAS leaders, including CAS President LU Yongxiang and CAS Vice President JIANG Mianheng, were present at the ceremony marking its maiden voyage held on 9 May in Sanya City, south China＇s Hainan Province.     

Map Out a Strategy for International Cooperation

International cooperation is a prerequisite for the successful .implementation of the national Knowledge Innovation Program (KIP) being piloted by CAS, and hence further efforts will be made to strengthen collaboration and exchanges with the outside world,stresses CAS President Lu Yongxiang.     

Render S＆T Support to Tibet

CAS President Lu Yongxiang and CAS Vice President Chen Yiyu paid a visit to Tibet from July 10 to 17.
