In the context of the international problem of ‘early school leaving’, this paper explores the issue of sustained participation in upper secondary education in England. It focuses in particular on the position of middle attainers, who constitute a large proportion of the cohort and whose progress will be vital in realising the government's goal of ‘Raising the Participation Age’ to 18 by 2015. The paper draws on evidence from national research undertaken as part of the Nuffield Review of 14–19 Education and Training in England and Wales and analysis of New Labour and Coalition policy between 2000–2012. It uses a three‐year local study of 2400 14‐ and 16‐year‐olds in an established school/college consortium to illustrate the effects of policy and practice on middle attainers. We argue that this important group of young people was ‘half‐served’ by New Labour, because of its incomplete and contradictory 14–19 reforms, and is now being ‘overlooked’ by Coalition policy because of its emphasis on high attainers. We conclude by suggesting a range of measures to support the 14+ participation, progression and transition of middle attainers in the English education and training system.  相似文献

This paper sets out to explore the implications of current patterns of participation and attainment, particularly among 16–19 year‐olds, for the further expansion of higher education in the UK. It uses a range of recent statistics on participation and attainment to describe what is termed ‘system slowdown’. It then explores a basis for ‘system acceleration’ through the development of five possible routes into higher education both for 16–19 year‐olds and for adults. We conclude the paper by looking briefly at a number of inter‐related strategies the Government could adopt to encourage ‘system acceleration’. We suggest that unless the Government is prepared to consider policy changes of this type, it is unlikely to reach the higher education participation target it has set itself and may also jeopardise the basis for a sustainable lifelong learning system for the 21st century.  相似文献

Abstract

This paper considers whether subject choice at 14–16 influences post-16 transitions, taking into account prior academic attainment and school characteristics, and if so, whether this accounts for socioeconomic, gender, and ethnic differences in access to post-16 education. We consider post-16 progression to full-time education, A-levels, and studying two or more facilitating subjects at A-level. We use ‘Next Steps’, a study of 16,000 people born in England in 1989–1990, linked to administrative education records (the National Pupil Database). We find that students pursuing an EBacc-eligible curriculum at 14–16 had a greater probability of progression to all post-16 educational outcomes, while the reverse was true for students taking an applied GCSE subject. Curriculum differences did not explain the social class differences in post-16 progression, but an academic curriculum was equally valuable for working-class as for middle-class pupils. Pursuing an EBacc-eligible curriculum particularly strongly increased the chances of girls and white young people staying in the educational pipeline, whereas applied subjects were particularly detrimental for girls. An EBacc-eligible curriculum at age 14–16 increased the chances of studying subjects preferred by Russell Group universities at A-level.  相似文献

This article investigates the experiences and training needs of student teachers as they learn to teach post-16 English on a secondary Post Graduate Certificate in Education. A case-study was conducted on a sample of Open University PGCE English students and mentors over a six-month period. Five research instruments were developed and used iteratively to generate qualitative data. The study reveals significant problems, resulting in students feeling underprepared at the end of their 11–18 PGCE for the demands of post-16 English teaching. The results illuminate the need for more effective models of learning to teach post-16 English.  相似文献

This article attempts to construct an analytical framework to reflect upon the deeply contested area of 14–19 education and training policy in England following the publication of the Government’s White Paper 14–19 education and skills. We argue that the evolution of 14–19 policy over the last 15 years, culminating in the publication of the Tomlinson Final Report on 14–19 reform and then its rejection by the Government, might be better understood by looking at this area through the application of four related conceptual tools—political eras, the education state, the policy process and the operation of political space. These concepts or tools are used here both to narrate historical and recent 14–19 developments, to critique current policy‐making in this area, and to identify opportunities and challenges facing researchers seeking to engage with the policy process. We suggest that this analytical framework might not only be applied to reform in the 14–19 phase but also to education policy more widely.  相似文献

In 2008, the UK Labour government unveiled plans to abolish the Learning and Skills Council and transfer funding for the education and training of 16–19‐year‐olds in England to local authorities (LAs). The transfer of 16–19 funding complements the responsibilities that LAs have already acquired in relation to the raising of the education and training ‘participation age’ and ensuring that all young people have access to a full 14–19 curriculum entitlement in their area. Such a move might be read as part of the ‘new localism’ that has gained currency under the Prime Minister, Gordon Brown, as well as an opportunity to rein back from an English education and training system that has become increasingly centralised and ‘top‐down’. Indeed, some commentators have argued for a new model of governance based on ‘devolved social partnership’, with input from a wider range of stakeholders and the space for policy levers to be shaped more at local level. Drawing upon interviews with key personnel in LAs and other stakeholders, this paper examines the opportunities and challenges that LAs face in their new role, whether this amounts to a genuine devolution of power, and the prospects for ‘devolved social partnership’.  相似文献

This article examines how certain contextual factors explain levels of education attainment and participation amongst youths in 30 European countries, whilst also exploring the scope for action of education policy when dealing with these issues. Through simple OLS regressions, we first evaluate the impact of a group of contextual indicators on the percentage of the population aged 20 to 24 having completed at least upper secondary education (education attainment) and the number of students aged 18 as a percentage of the corresponding age population (education participation). Secondly, through multivariate OLS analysis, we identify the net impact of some of these factors on the levels of education participation of 18-year-olds. The results show the significance of three factors: low-skilled occupation, the structure of public spending on education, and the importance of vocational education programmes in secondary education.  相似文献

We previously proposed that science capital (science-related forms of cultural and social capital) can be used as a theoretical lens for explaining the patterned nature of aspirations and educational participation among young people aged 11–16. Building on these findings, the present article investigates whether science capital is related to post-18 aspirations to pursue further STEM study and whether science capital can be extended to related disciplines including engineering, maths and technology. Specifically, we report on correlational analyses exploring the relationships between science, technology, engineering and maths attitudes and science capital. Drawing on data from a new survey of 7,013 17/18 year old English secondary school students, analyses showed that science capital, while strongly related to engineering and physical science future study aspirations, was not strongly related to the pursuit of either maths or technology postsecondary study. The findings also suggest that engineering and maths attitudes have a stronger relationship to science capital than attitudes relating to technology. We conclude with a discussion of the implications of these findings and propose that science capital might be more usefully applied to “SEM,” with links to technology fields and aspirations needing further exploration.  相似文献

Vocational education and training has received substantial policy attention in recent years that is paired with the ambition for the UK to become a leading country for jobs, productivity and skills. Recommendations from two recent reviews form the basis for substantial policy reforms within the 14–19 curriculum. Discourse of employer engagement has been a persistent theme in the reform agenda and the pressure on employers to engage has been intensified. Recent policy documents, particularly within the 14–19 phase, carry the exhortation for employers to jump ‘in the driving seat’ when it comes to qualifications development. This article examines employer engagement in two recent reforms; Diplomas (2005–2010) and 16–19 Study Programmes (2011-present). It reflects on the extent to which employers are able to fulfil policy expectations and what lessons could be learnt from previous attempts to engage them in qualification design and delivery. The article concludes that employer engagement within the 14–19 curriculum continues to be encouraged. The level of employer engagement, however, must be carefully matched to the expertise, experience, capacity and motivation of employers. It is argued that lessons should be learnt from previous experiences of qualifications development to avoid employers abandoning the journey completely.  相似文献

This paper is the second of two articles arising from a study of the association between pupil mobility and attainment in national tests and examinations in an inner London borough. Our first article examined the association of pupil mobility with attainment and progress during primary school. It concluded that pupil mobility had little impact on performance in national tests at age 11, once pupils’ prior attainment at age 7 and other pupil background factors such as age, sex, special educational needs, stage of fluency in English and socio‐economic disadvantage were taken into account. The present paper reports the results for secondary schools (age 11–16). The results indicate that pupil mobility continues to have a significant negative association with performance in public examinations at age 16, even after including statistical controls for prior attainment at age 11 and other pupil background factors. Possible reasons for the contrasting results across school phases are explored. The implications for policy and further research are discussed.  相似文献

Recent policy in England has suggested that educational outcomes will be raised if schools specialise in particular subjects. In contrast, calls for the reform of 16–19 education have suggested that these outcomes will be improved if students become less specialised in their studies. At present, there is a limited evidence base from which to judge these arguments. In particular, we do not know the extent to which students’ achievements in 16–19 education are higher when they choose subjects which play to their perceived strengths. We also do not know whether students are more likely to choose to study subjects taught by more effective departments. That is, outcomes may be affected by the relative strengths of students or departments in circumstances where there is freedom to choose. In this paper we provide evidence of the existence and strength of these relationships. This evidence suggests that reducing the scope within schools for specialisation or competition will reduce average student attainment and these effects ought to be taken into account when evaluating alternative curriculum policies.  相似文献

Between 2004 and 2012, there had been a significant rise in so-called ‘equivalent’ qualifications taken by young people in England in the final years of their compulsory schooling. These were qualifications other than GCSEs that were approved for young people under the age of 16 under Section 96 of the Learning and Skills Act 2000. This rise was checked by the Wolf review of vocational education, which led to wholesale changes in the set of qualifications that schools offered to pupils, and which primarily affected lower-attaining students. We quantify the impact of this reform on these pupils with respect to the qualifications they entered and what they achieved. We do so by comparison to previous national cohorts of pupils unaffected by the reform, including the estimation of counterfactual outcomes for the group of pupils most likely to be affected. These pupils tended to enter fewer qualifications overall after the reform than their predecessors, but with a higher fraction of GCSEs. Age-16 attainment fell, with a lower percentage achieving level 2 of the National Qualifications Framework (NQF). This finding is repeated in the post-16 outcome measures, which were stable throughout this period. There is no evidence from the attainment data that these reforms helped low-attaining pupils.  相似文献

Mathematics education is rarely out of the policy spotlight in England. Over the last 10 years, considerable attention has been given to improving 14–19 mathematics curriculum pathways. In this paper we consider some of the challenges of enacting curriculum change by drawing upon evidence from our evaluation of the Mathematics Pathways Project (MPP). From 2004 to 2010 this project, which was directed by England's Qualifications and Curriculum Authority, aimed to improve the engagement, attainment and participation rates of 14- to 19-year-old learners of mathematics. Our particular focus is upon the temporal problems of piloting new curriculum and assessment and we draw on Lemke's discussion of timescales, heterochrony and the adiabatic principle to consider the interlocking and interference of various change processes.  相似文献

The Models of Media Education research project in England explored major issues about the aims and methods of media teaching amongst teachers of English. Its central research question was 'What are teachers of English doing when they say they are doing media education at Key Stage 4 (ages 14–16) in secondary schools?' This article begins with a brief contextualisation of the current curriculum for media teaching within English. It then examines, through a detailed case study, the work of one teacher in the classroom and relates this to the wider picture in secondary schools. This is followed by a discussion of the project's general findings. It concludes that the study of media production and institutions is frequently avoided by teachers of English and that teaching methods often repress essential aspects of social learning in relation to the media, privileging limited teacher knowledge over young people's own cultural experience. Finally, it suggests a new focus for research in the future that will encompass these neglected learning areas, teaching methods and new media technologies.  相似文献

Despite extensive research on attainment grouping, the impact of attainment grouping on pupil attainment remains poorly understood and contested. This paper presents evidence from a study conducted with 2944 12–13 year olds, from 76 schools in England, who were allocated to between-class attainment groups (‘setting’) in English and mathematics over the first 2 years of secondary schooling. After controlling for prior attainment, pupils in the top set performed significantly better than pupils in the middle and bottom sets in both English and mathematics. The findings indicate a widening gap in attainment, especially in the case of English. Findings, especially in the case of mathematics, provide more evidence of a relative benefit for pupils placed in top sets than a relative detriment for those in bottom sets.  相似文献

In this paper we combine the findings from two recent studies relating to participation and attainment in school science – a re‐analysis of existing official data for England and a review of wider international research evidence in the literature relevant to the UK. Although the secondary data are drawn mainly from England, the comprehensiveness of these datasets, together with our inclusion of a review of international studies on maths and science participation provides a useful reference point for an international audience. The research was prompted by concerns over a reduction in the uptake of the physical sciences post‐16 and especially in higher education and interest in ways of encouraging the study of science by students from less prestigious socio‐economic status backgrounds. Such concerns are not unique to the UK. Using large‐scale official datasets we show that participation and attainment in science are stratified by socio‐economic status. Students from poorer families are less likely to take sciences at post‐16 than many other subjects and those who do are then less likely to obtain grades high enough to encourage further study of the subject. No conclusive evidence has been found to explain this satisfactorily. Plausible reasons suggested in the literature include the relative scarcity of local opportunities putting off those who do not wish to study away from home or the perceived time demands of studying science, and so the difficulties of combining part‐time study and part‐time work for those needing to continue earning while studying. Direct support from professional parents may also lead to greater participation in post‐16 science for students from higher SES. Perhaps the simplest explanation is that participation in science at any level is often predicated upon success at the previous educational stage. There are clear differences in science attainment at age 16 between students of differing backgrounds, which could explain the subsequent differential participation. However, these differences are not dissimilar to those for all subjects. The largest gap presented in the paper is between students eligible and not eligible for free school meals. We also show that these patterns appear early in the life of children. At ages 7 and 11, attainment in the three core subjects (English, maths and science) is negatively related to living in an area of deprivation. The paper ends with a discussion of suggestions for research, policy and practice emerging from this review of the evidence.  相似文献

Abstract

Self-regulated learning (SRL) – autonomously planning, self-monitoring and self-reflecting on learning – is a strong predictor of academic success. Mastery of the strategies needed to become a self-regulated learner does not develop automatically in all students; thus, the classroom environment, including pedagogy and modes of assessment, plays a vital role in stimulating SRL. Indeed, the post-16 curriculum in England is often criticised for failing to promote SRL. The Extended Project Qualification (EPQ), however, is a post-16 project-based qualification that has drawn from SRL theories. Research indicates that the EPQ can bolster A-level and degree attainment, yet, the mechanisms underlying this effect remain unknown. This article reports on a qualitative investigation using focus groups and interviews to explore students’ and teachers’ experiences of the EPQ and its effects on general academic performance. The qualification was seen to promote SRL by building learner agency and self-awareness, and improving engagement. We argue that the EPQ offers solutions for many of the perceived deficits of the English post-16 curriculum and that the decline of the AS-level in England represents an opportunity for learners to fill the ‘fourth space’ with qualifications like the EPQ, which could empower them to pursue a broad and diverse education.  相似文献
