This study applies chaos theory to a system-wide analysis of crisis communication in a natural disaster. Specifically, we analyze crisis communication during the 1997 Red River Valley flood in Minnesota and North Dakota. This flood, among the worst in modern American history, consumed entire metropolitan areas, displacing thousands of people. The conditions and decisions leading to the disaster, and the subsequent reactions are retraced. Communication related to river crest predictions (fractals), the shock at the magnitude of the crisis (cosmology episode), novel forms of reorganizing (self-organization), and agencies that aided in establishing a renewed order (strange attractors) are evaluated. Ultimately, we argue that preexisting sensemaking structures favoring rationalized, traditional views of a complex system led officials to make inappropriately unequivocal predictions and ultimately diminished the effectiveness of the region's crisis communication and planning.  相似文献

This Australian study establishes a model that provides a foundation for communication channels and tools selection by agencies in the post-warning response phase of a disaster. The model, developed from disaster and information seeking literature, attempts to predict information source and channel selection by people after their community has received a warning for a disaster. It provides the coding framework for analysis of 51 semi-structured interviews with disaster-affected Australians. The interviews tested the model for accommodation of channels and sources that people chose, found most useful, and used most in bushfire, slow flood, flash flood, and cyclone situations. The order of initial sources was investigated and preliminary information seeking pathways established across disaster types. The disaster information seeking model supports this investigation of information seeking behaviour, though improvements are suggested. The resulting model could guide agency response communication for different disaster types.  相似文献

In the context of Internet and Communications Technology (ICT), this research investigates the acceptance of hate rumor and its consequence during a community crisis situation. Extending prior rumor research for this context, we develop and test a refined model using data collected from victims of a large scale (hate) rumor spread incident. Our data analyses present three main findings. First, during the crisis situation, platform characteristics of media synchronicity and richness of expression affected the likelihood of rumor recipients believing the false rumor to be a true message. Second, rumors received from people with closer social ties were more likely to be believed as true. Third, rumor belief during the crisis was associated with greater intensity of informational and behavioral actions. Our findings provide governments with insights to mitigate the spread of hate rumor especially under community disaster situations. Implications for research and policy are discussed. This paper contributes to the IS literature on rumor theory and its implications by explaining how diverse communication technologies are used in a community crisis, thereby opening new avenue for future research to address the negative consequences of using communication media in the complex ICT mediated world. It shows how media characteristics along with social ties affect the “politics of plausibility”.  相似文献

We take a different approach by using a response to a natural disaster to expand our theorizing about crisis situations beyond those that hurt the bottom line. Using official statements from Senators Landrieu and Obama about events surrounding Hurricane Katrina as texts for analysis, we demonstrate how they used transcendence, rhetorically, and appropriated the Bush administration's key term—security—to garner more support for their positions, Katrina sufferers, and relief efforts. Implications of this strategy serve to broaden crisis communication theorizing, and to provide insights into ways to strengthen the quality of crisis emergency response planning and response protocols.  相似文献

Although most organizational crises begin with an objective triggering event, we maintain that public relations and management approaches (including introductory public relations textbooks), intentionally or not, often follow the positivistic temptation to treat the many components of crisis communication as objective choices, thus obscuring the distinctively communicative character of crises and their resolutions. Consequently, this monograph asserts that crises are dynamic, social constructions that are both created and resolved terminologically. This approach is rooted in the assumption that all perspectives of reality, from scientific discourse to crisis communication, are socially constructed through communication. The case of Audi, after its automobiles were alleged to suffer from “sudden acceleration,” is then used as an exemplar to illustrate the potential contributions that a social constructionist approach to communication offers crisis management researchers.  相似文献

This study seeks to understand the effectiveness of an organization’s communication strategy in enhancing its crisis management capability in public management. The relationships between two types of communication strategies (bridging and buffering), crisis management capability in public management, relational improvement, reputational improvement, and conflict avoidance have been tested to suggest how an organization’s overall strategic orientation may help its ability to weather a crisis. A survey of communication managers was conducted in South Korea with 105 responses, representing 105 organizations. Results revealed that organizations which are predisposed toward adopting the bridging strategy as their main communication strategy also report better crisis management capability in public management, and as a result, experience positive relational and reputational outcomes.  相似文献

In the current study the authors investigate victims' response to a natural disaster crisis event. Crisis communication research has often considered organizations, but neglected the voice of the victims. Similarly, most crisis research emphasizes the negative outcomes of crisis. Positive communication research and sensemaking theory provide insight into the experiences of crisis victims. Twenty-nine individuals were interviewed from one community in Western Kentucky following a massive ice storm that occurred during January 2009. The remembering emphasis of sensemaking was salient in this study. Victims remembered their overall experience through positive terms and positive interpersonal communication. Communities and organizations alike can use this research to consider how their members may respond to crises and create messages based on these results.  相似文献

This study operationalized Weick’s [(1988). Enacted sensemaking in crisis situations. Journal of Management Studies 25(4), 305–317 and (1993). The collapse of sensemaking in organizations: The Mann Gulch disaster. Administrative Science Quarterly, 38, 628–652] theory of enacted sensemaking to examine the communication processes associated with the Flint Water Crisis of 2014–2015. A content analysis of 389 emails and attachments from a total population of N?=?37,376 pages of publicly released e-mails and documents pertaining to Flint’s water issues, identified examples of failed sensemaking by government officials. These failures hastened and intensified a growing crisis of lead contamination and an outbreak of Legionnaires disease associated with Flint’s municipal water system. Analysis of email messages suggests that strong commitments by top leaders and limited capacity were important factors as were efforts to create and maintain consensus among officials. The Flint Water Crisis offers an important application of sensemaking theory and its utility for both organizational and risk communication scholars and for practical application. The authors emphasize the importance of questioning previous assumptions and commitments, insuring that communication practitioners are involved in decisions, and avoiding over reliance on image repair as a strategic response.  相似文献

This paper uses the Mann Gulch and Storm King Mountain fire disasters as a beginning point to analyze organizational crises. Several of the human factors that contributed to both disasters are identified, and the point is made that similar factors most likely contribute to other organizational crises. It is argued that the lack of legitimate authority impaired the crews’ ability to overcome disaster. Underlying this is a lack of common experience, communication, and interaction. Based on this analysis of the Mann Gulch and Storm King Mountain fires, practical recommendations for enhancing organizations’ ability to effectively cope with crisis and environmental uncertainty are offered.  相似文献

The Citizen Disaster Communication Assessment (CDCA) measures individual disaster communication activities that are intended to help communities cope across all phases of a disaster. Using the CDCA, this study examined associations among citizen disaster communication, neighborhood belonging, and community resilience using three different samples representing different disaster phases (Pre-event, Event, Post-event). Results indicate that more citizen disaster communication was associated with stronger perceptions of neighborhood belonging and community resilience at the Event and Post-event phases. In terms of specific citizen disaster communication processes that proved important, communication to correct disaster rumors and share stories was associated with greater feelings of belonging. Communication intended to confirm disaster information and tell stories was associated with stronger community resilience perceptions. Overall, results (a) confirm that citizen disaster communication is an important part of the disaster response and recovery ecosystem and (b) offer evidence of concurrent validity for the CDCA.  相似文献

This study examines how narrative is used by remote stakeholders to cope with organizational change. Specifically, I focus on the public narratives of community leaders because these narratives often function as a rhetorical resource to attract businesses, receive grants, and retain local residents. Public stories announcing, explaining, and managing the ripple effects of organizational change warrant deeper analysis in order to refine our ability to respond to these effects at a community level. This in-depth case study analysis of one community's efforts to respond to the loss of its largest employer suggests that naming a change event as a crisis, disaster, or opportunity positions actors differently within narratives, creating powerful implications for social action. Specifically, crisis narratives call for punishment of the causal agent and legislation of responsibility; disaster narratives call for assistance to affected communities and legislation of support; and opportunity narratives create an unclear policy mandate and demand transformational leadership to mobilize action.  相似文献

This study investigated Internet communication and use in a crisis situation, Hurricane Katrina, to explore the role of the Internet in supporting or diminishing geographically-based community during a crisis. The researchers conducted an online survey of Internet users (n=1192) from the dispersed metropolitan New Orleans area. The survey focused on amount, type, function, and importance of Internet use to creating and maintaining social capital, supporting geographically-based communities, activating social networks, reducing uncertainty, and achieving both expressive and instrumental communication goals. The results indicated that Internet users in a crisis situation went online to seek interactive fora specific to their neighborhoods and to activate weak ties in their social networks. They engaged in more uncertainty reduction behavior when experiencing higher degrees of damage. They turned to the Internet in place of other media as a result of disruptions caused by the crisis. Women valued online expressive communication more than men did. The findings suggest that social capital theorists would benefit from a communication perspective on the Internet. The study also led to the formation of suggestions for emergency preparedness agencies, shelter providers, crisis victims, and online news providers that can improve emergency response.  相似文献

Communication network is a personal or professional set of relationships between individuals or organizations. In other words, it is a pattern of contacts which are created due to the flow of information among the participating actors. The flow of information establishes various types of relationships among the participating entities. These relationships eventually form an overall pattern that could form a gestalt of the total structure within organizational context. In this paper, we analyze the changing communications structure in order to investigate the patterns associated with the final stages of organizational crisis. Organizational crisis has been defined as organizational mortality, organizational death, organizational exit, bankruptcy, decline, retrenchment and failure to characterize various forms of organizational crisis. We draw on theoretical perspectives on organizational crisis proposed by social network analysts and other sociologists to test 5 key propositions on the changes in the network communication structure associated with organizational crisis: (1) a few actors, who are prominent or more active, will become central during the organizational crisis period; (2) reciprocity within the organizational communication network will increase during crisis period; (3) organizational communication network becomes less transitive as organizations experience crisis; (4) number of cliques increases in a communication network as organizations are going through crisis; and (5) communication network becomes increasingly centralized as organizations go through crisis.  相似文献

ABSTRACT

This article describes the emergence of disaster information (DI) specialists, with particular focus on their presence in health libraries. Although literature on the subject of disasters and libraries is dominated by accounts of librarians preserving collections and ensuring continuity of library operations following a flood, fire, or other disaster event, the work of DI specialists extends beyond these traditional roles. DI specialists conduct outreach in the community, providing information services to emergency managers and other disaster workers. This article recounts a history of disaster information service in which public librarians served communities during disaster recovery periods, and health librarians became involved in organizational disaster planning activities. DI products from the National Library of Medicine are introduced in addition to federal funding opportunities for DI outreach projects. The development of the Medical Library Association's Disaster Information Specialization Program is presented, and the article shares recommendations for library administrators to encourage DI training for librarians and support the development of outreach services to disaster workers.  相似文献

This analysis of the rhetorical styles of New Orleans Mayor Ray Nagin—in the aftermath of Hurricane Katrina—and the former New York City Mayor Rudolph Giuliani—following the destruction of the World Trade Center on September 11—outlines the characteristics of what we term “restorative rhetoric.” We demonstrate how restorative rhetoric functions in situations of natural disasters and acts of terrorism, and we distinguish it from other crisis response frameworks. Through this examination, we establish the features of restorative rhetoric that reflect a clear process for managing these unique crisis situations—whereby image restoration is not the primary goal. Further, we argue that these unique types of crises prompt a unique type of rhetorical response; one that combines strategic communication—to alleviate risk and restore public safety—with a deeper, more humanistic communication—to focus on more substantive issues of crisis leadership. It is this unique response that exemplifies restorative rhetoric. Features of this form of rhetoric include: (1) initial reaction; (2) assessment of the crisis; (3) issues of blame; (4) healing and forgiveness; and (5) corrective action and rebuilding through a rhetorical vision. Finally, we conclude that both Giuliani and Nagin employ restorative rhetoric in an attempt to restore hope after tragedy.  相似文献

Disaster marathon was proposed by media communication scholars to differentiate the genre of disaster television broadcasting from media events. However, its theoretical framework is limited by its omission of findings from disaster social science literature, and its lack of examinations of marathons of domestic natural disasters. Using the August 2014 Yunnan (China) Television Station broadcast The Special Report on the August 3 Earthquake in Ludian, Yunnan, we conduct a qualitative content analysis to empirically examine the disaster marathon concept for natural disasters. During the content analysis, three themes emerge: authorities’ command and control, the involvement of armed forces, and convergence of social support. Our case study findings contradict the disaster marathon conceptualization and conclude that the local television coverage following a natural disaster can also be performed as a series of conventional media events and is consistent with the established disaster coverage literature.  相似文献
