教育理论研究不但能够创造新的教育理论和思想，而且能够创造先进的教育文化和社会文化。教育理论研究对于社会先进文化的创造意义主要表现在：通过教育理论的发展直接促进社会文化的进步；通过教育理论对社会各方面的影响来促进社会先进文化的发展；通过教育理论成果向教育制度的转化，从而促进社会先进文化的发展。教育理论研究创造先进文化的基本途径在于对保守、落后文化的批判，对先进文化的预设和构想，对社会先进文化思想的建构和弘扬。
