针对我国研究型大学科研校长评价中存在的评价指标雷同、评价指标宽泛、评价主体相对单一、评价方法比较简单等问题,在对国内研究型大学现行的科研校长评价内容与方法进行深入剖析的基础上,构建研究型大学科研校长的胜任特征模型,并将该模型运用到科研校长的考核评价过程之中,为我国科研校长以及其他岗位领导干部的考评方法提供借鉴。     

S＆T Achlevements of CAS Members Elected in 2003 （1）（Division of Mathematics and Physics）

Chen Mufa, mathematician by profession, is a professor in Beijing Normal University (BNU). Prof. Chen was born in Huian County of Fujian Province in 1946 and graduated from the Department of Mathematics of BNU in 1969. At present, he serves as chairman of the academic committee of BNU, board president of the Chinese Society of Probability & Statistics and a member of the disciplinary appraisal team in the State Council-affiliated Committee of Academic Degree Conferment.     

1933年罗斯福总统就职演讲的情态类别分析

情态系统是韩礼德功能语法人际功能的一个重要组成部分,在他的《功能语法导论》一书中,韩礼德把情态分为倾向、义务、概率和频率四个大类。本文将用情态系统相关理论对1933年美国总统罗斯福的就职演讲进行情态划分和分析。研究发现,在演讲稿中,情态词的出现频率由高到低的排序依次为：概率情态,倾向情态,义务情态和频率情态。在罗斯福的就职演讲中,概率情态词主要表现现实状况可被改变,人民关注的问题可被解决的可能性。倾向情态词主要表现罗斯福个人对经济问题的看法和态度。以及自己上台后要做的工作。义务情态词主要表现了罗斯福要求政府,总统和人民所要做的工作。而频率情态词主要说明现阶段的多发问题。由此可见整篇演讲稿旨在唤起人民的信心和阐述自己上台后的责任和义务,同时调动全民的积极性,号召大家共同努力。情态词与表现现阶段存在问题的词汇搭配的情况极少。说明总统在避免谈及令人沮丧的状况。总而言之,罗斯福的这篇就职演讲在当时对唤醒全民信心和希望起到了重要作用,在当时的情况下（经济危机）具有十分积极的意义。     

新时期我国大学校长的职责分析

随着我国经济由计划经济向市场经济转变、高等教育从精英化向大众化、普及化的迈进,大学校长的管理事务日趋繁重复杂。分析大学校长繁忙的原因,通过比较,认为我国大学校长应该在制定大学发展规划、招聘人才、筹集资金三个方面履行职责。     

一种基于OPT的MPS编制方法

借助OPT的DBR法，对单一瓶颈环节条件下的主生产计划（MPS）进行了探讨。阐述了研究OPT的MPS问题的基本思路，建立了在单一瓶颈条件下，最小传输批量的基本算法及编制MPS的有关算法。     

高等教育大众化背景下校长办公室职能的建设和强化

校长办公室是学校各项工作的综合协调、统筹组织部门,是学校的中枢机构和窗口,在高等教育大众化背景下发挥着重要作用。本文从校长办公室的职能出发,通过分析高等教育大众化背景下校长办公室工作的特点和存在的问题,提出应强化办公室对内的综合协调职能和积极建设对外的公关职能的建议。

Mission and challenges of higher education: an interview with G.Q. Max Lu,the president of the University of Surrey

The University of Surrey (referred to as Surrey hereafter) is one of the renowned universities in the UK that was established on 9 September 1966 with the grant of its Royal Charter and its roots go back to Battersea Polytechnic Institute, founded in 1891. Surrey is the research hub of small satellites, mobile telecommunication and artificial intelligence in Europe. In 2016, Surrey was named as ‘University of the Year’ in the UK and, in February 2018, Surrey won the Queen''s Anniversary Prize for Higher and Further Education (Surrey''s fourth award)—the highest national award for the UK universities, in recognition of the outstanding contribution of Surrey to nutrition and health.The president and vice chancellor of Surrey, Professor Max Lu, took this position in 2016 and is also the first scholar of Chinese origin to be the leader of a British university. Before he joined Surrey, he was the provost and senior vice president at the University of Queensland in Australia. Professor Lu is not only a talented leader in education field, but also a distinguished scientist in materials chemistry and nanotechnology area. He has been honored with numerous awards, including the Orica Award, RK Murphy Medal, China International Science and Technology Award and Medal of the Order of Australia, etc. He has been also appointed to the Prime Minister''s Council for Science and Technology and the Board of UK Research and Innovation, etc. The rich experience and open-mindedness lead to his profound insights into higher education around the world. Lately elected as a fellow of Royal Academy of Engineering (RAEng) and foreign member of the Chinese Academy of Sciences, Professor Lu shared his broad and deep perspectives on higher education with National Science Review during his travel in Beijing.     

MPS／CAS Partner Group on Nanostructured Materials

As one of the first Partner Groups which were initiated to foster scientific exchange and interaction between the Max Planck Society (MPS) and the Chinese Academy of Sciences (CAS), the Partner Group led by Lu Ke was established on April 1, 1999. During the past five years, the group has received substantial support from the CAS for equipment and from the MPS for personnel and travel expenses. Extensive and productive collaborations between the research staff and students of the Partner Group with several professors (departments) in the Max Planck Institute for Metals Research (MPI-MF) have led to significant advances in synthesis, mechanical properties, melting and superheating of nanostructured metals. The research is well recognized internationally and a substantial number of publications in high quality, peer-reviewed journals (including Science and Physical Review Letters) have resulted. A Case of Sanfillippo’s Disease Correlating Clinical and Biochemical Findings

The mucopolysaccharidoses (MPSs) are a heterogeneous group of rare inherited disorders caused by deficiency of lysosomal enzyme necessary to break down mucopolysaccharides or glycosaminoglycans (GAGs). We had combined clinical findings and ophthalmological features. Biochemical test for urine glycosaminoglycans was done for confirmation of diagnosis in the patient. The case of Sanfillippo’s disease was characterized by delayed development, hyperactivity with aggressive behaviour. Coarse facial feature, hirsutism and sleep disorder. Urine GAG tests for MPS was positive in the case. Based on clinical findings and biochemical tests for MPS, this case was diagnosed as a type III mucopolysaccharidoses. Urinary GAG’s electrophoresis is an important screening test for MPS suspected cases.

A Pioneer of Global Change Research

One summer＇s day in 1984, a meteorologist came all the way from the United States to Prof. Ye Duzheng, a CAS atmospheric scientist in Beijing, in the hope of establishing cooperative research into global climate change, a field unfamiliar to most scientists in the world at that time. His proposal immediately caught the interest of Ye, who was then president of the Chinese Meteorological Society and vice-president of CAS. Prof. Ye believed it to be an extremely important issue requiring sustained and collaborative attention.     

关于美国总统就职演讲中权力差距及指示语的历时性研究

美国的政治性演讲中,总统就职演讲可谓是最重要的演讲。在演讲中,总统对于权力差距的掌控是评价演讲成败与否的重要标准之一。显然,每一位总统的演讲都注重不同的方面,而不仅仅是呼吁支持和激起美国民众对祖国的热爱。那么,在演讲中为了实现这一目的,权力差距便扮演了很重要的角色。但是,美国在不同的时期,比如二战,冷战以及后＂9·11＂时期,总统对于权力差距的掌控往往不尽相同。本文旨在历时性地研究处在不同时期的就职演讲来讨论演讲中总统是如何用指示语来掌控权力差距,以及权力差距的程度在美国不同时期是如何变化的。     

大学校长创新基本素质识别与模型研究

我国高等教育已完成扩大规模的外延式发展,进入大众化阶段,大学之间的竞争更加激烈,对大学校长的素质要求越来越高。到底大学校长应该具备什么样的素质？本文以文献分析为基础,以问卷调查为手段,采用因子分析方法,提炼出大学校长素质的高阶因子,从而构建大学校长的素质模型,为大学校长的培养和选拔提供参考依据。     

Diagnosis of Sanfilippo Disease Correlating Clinical, Radiological and Biochemical Findings–A Case Report

Mucopolysaccharidoses (MPS) are a group of genetic diseases and its diagnosis is a challenging task due to multiple differential diagnosis. We had combined clinical findings, radiological and ophthalmological features. Biochemical test for urine glycosaminoglycans (GAG) was done for confirmation of diagnosis in the patient. The case of Sanfilippo disease was characterized by slowly progressive, severe CNS involvement with mild somatic disease. Radiological features were suggestive of Sanfilippo disease and urine GAG test for MPS was positive in the case. With the clinical features we had multiple differential diagnoses. The radiological investigations minimized the list and the biochemical test confirmed GAG in urine. In this case the combination of clinical, radiological and biochemical findings confirmed the diagnosis of Sanfilippo disease.     

高校文艺活动类与社会服务类社团管理方式比较——以华师某话剧社和某爱心社为例

采用质性研究方法对高校文艺活动类社团和社会服务类社团的管理方式进行了比较研究,被试选自华师两个代表社团,包括社长、管理层和普通社员,结果表明：文化管理比例高于制度管理;社员关注在社状态的体验高于自我能力的提高;积极体验大于消极体验。差异性主要表现在社会服务类社团制度管理更加严格,更易引起社员的疲倦感和压力;文艺活动类社团更加松散,更易引起社员的被忽视感和失落感。本文就社团管理提出了相应建议。     

Challenges and opportunities facing game theory and control: an interview with Tamer Başar

The Control community has recently witnessed an almost exponentially growing interest in the application of game-theoretic concepts and tools in research on control, multi-agent systems, and networks. In an interview with NSR, Professor Tamer Başar, a member of the US National Academy of Engineering, Swanlund Endowed Chair and CAS Professor of Electrical and Computer Engineering, and Director of the Center for Advanced Study at the University of Illinois at Urbana-Champaign in the USA, former president of both the IEEE Control Systems Society and the American Automatic Control Council, and the founding president of the International Society of Dynamic Games, talked about the recently emerging role of game theory in control and networking research, how it broadens the territorial boundaries of control into disciplines outside engineering, and opportunities and challenges that lie ahead.     

Two Scientists Win First CAS-Bayer Research Awards

Two scientists received 2001/2002 CAS-Bayer Research Awards on February 2 in Beijing from Prof. Yang Bailing, CAS vice president, and Prof.Fred Heiker, head of Bayer Corporate Research.
