关于湖北农业、农村经济的发展与改革问题

湖北农业、农村经济尚存在商品化、专业化程度低，缺乏带动全局的龙头企业，乡镇企业转轨升级缓慢，农民增收减负难等突出问题和工业对农业缺乏反哺力，分散的经营方式阻碍生产力发展，环境制约可持续发展等深层问题。“十五”时期湖北农业发展钉解决三个重要理论与实践上的问题，即面向国内外市场发展现代市场大农业；坚持特色经济导向发展绿色农业；坚持所有制结构调整，发展非公有制和混合制经济。     

工业反哺农业的思考

在市场经济条件下。增加政府投入固然是工业反哺的一个重要方面，但我们应该更注意的是。在国家反哺政策引导和激励下。非农企业向农村投入资金和现代生产要素。促进农业产业化。互利双赢，工农一体，这是反哺主抓的手段。在反哺中应下大气力培养、造就有文化、懂技术、会经营的新型农民。增强农业自身“造血”能力，这是反哺得以持久和充分发挥作用的基石。
