到目前为止,伊朗核危机仍有随时升级的可能。尽管美国并未掌握伊朗制造核武器的确凿证据,但伊朗的现政权及其核前景触及了美国的核心安全利益,不排除美国对伊动武的可能。而伊朗因其手中握有石油、军事、政治三块盾牌,始终对美持强硬态度。除美国外,欧盟、俄罗斯、中国等国际社会主要成员主张和平解决危机,但政策出发点各不相同。尽管危机似已发展到山穷水尽的地步,但妥协、让步仍将可能是伊朗核问题最终解决的走向。     

20世纪后半叶美伊关系简析

美国与伊朗的关系曾出现过蜜月期,其主要是在二战以后发展起来的,发展动力是两国各自所需:美国应对苏联扩张并排挤英国需要伊朗的合作,而伊朗为了摆脱苏联的压制和提升国际地位也需要美国支持。为了取悦西方,伊朗政权进行了西化改革,这致使伊朗国内政治力量间的矛盾也日益激化起来,最终导致1970年代末伊朗伊斯兰革命的爆发和人质危机的出现。美伊关系遂陷入敌对。80年代,伊朗实施革命输出政策,美国利用伊拉克遏制伊朗,两国关系继续恶化。90年代,美国对伊朗和伊拉克同时进行遏制,并制定了针对伊朗的新的制裁法案,尽管两国均时而不时地表达善意,但两国的利益冲突始终严重制约着两国关系的发展。     

扑朔迷离的美伊冲突

1979年的伊朗伊斯兰革命后 ,美国与伊朗关系陡然紧张 ,美国急欲寻找制衡伊朗的盟友。而与伊朗一直交恶的伊拉克虽然间接隶属前苏联阵营 ,但毕竟在伊朗政策的观点上大家意气相投 ,于是美国便千方百计笼络伊拉克。 1 980年 ,伊拉克侵袭伊朗 ,展开了两伊战争。1 980年 ,美伊关系近一步接近。伊拉克得以巨额信贷购买美国货 ,而美国亦成为伊拉克石油的主要出口市场。两国于 1 984年恢复外交关系。伊拉克于1 987年赞扬美国在波斯湾做出的”正面努力” ,反指责前苏联支持不足。两伊战争结束后 ,萨达姆当地区霸主的野心有增无减 ,于1 990年入侵科威…

在巴列维国王时期（1941—1979年）,军事援助和武器交易在美伊关系中占有相当大的分量,特别是在尼克松担任美国总统期间,美国对伊朗执行了几乎是不加限制的武器出售政策,大规模武器交易构成了这一时期美伊关系最重要的议题之一。巴列维向美国等国购买大量武器,固然增强了伊朗的军事实力,提升了伊朗的国际地位,但是他把大量石油美元花费在武器上,不可避免地会影响到对伊朗更为重要的经济建设的投资,这不仅为他的倒台埋下了伏笔,也为此后的美伊关系发展造成了难以消除的障碍。

小布什第二任期,美国对伊朗的政策依然是美国对外政策的重点。布什政府将继续推行其“新中东战略”,以伊朗“核问题”为突破口,对伊朗进行打压,试图和平演变或颠覆伊朗现政权,把它纳入美国领导下的世界政治经济新秩序。但以哈梅内伊为首的伊朗保守派坚决捍卫伊朗的“神权政治”,这是一对不可调和的矛盾。美伊关系很可能将在演变与反演变、颠覆与反颠覆中持续恶化。
