舆论监督也要接受监督,这是中国共产党舆论监督思想的重要内容。经历了自我批评为主、党委监督为主、全面监督这三个时期的发展,中国共产党的舆论监督受监督思想已日趋成熟,形成了党委监督、法律法规监督、监督对象监督和社会公众监督等他律式监督与行业协会监督、新闻媒体监督等自律式监督共同构架的监督体系,确保舆论监督的健康发展。     

旅游安全监管责任边界和风险防范对策

随着国内旅游行业的极大发展,旅游安全逐渐成为一个社会关注问题,相应也出现了多起因为旅游安全事故导致旅游行业行政管理人员被判刑事件,引发旅游主管部门对旅游安全监管边界讨论。本文分析了旅游行业安全监管要求的提出,并讨论了旅游主管部门的行业安全监管责任,在指出景区管理特有的归属主体责任外,要强化“管行业必须管安全”理念,明确行业安全监管责任,加强地方性旅游安全法律法规建设,制定旅游安全监管清单。这些对策措施为落实“失职追责、尽职免责”思想,为下一步旅游安全监管工作提供了思路。     

The distance learner competencies: a three-phased empirical approach

This study identifies a set of competencies displayed in the successful distance learner. It employed a three-phased approach. Phase I, conducted to develop an initial list of competencies, comprised Behavioral Event Interviews with nine successful distance learners. In Phase II, these competencies were reviewed, elaborated and categorized by seven distance education experts by means of semi-structured interviews. A list of 15 competencies in 5 clusters was then developed and in Phase III, these competencies and clusters were verified quantitatively by surveying 197 successful distance learners. The results reveal that all of these 15 competencies are critically important to, and commonly displayed by, successful distance learners and that of these, management skills is the most important. The findings and their implications are examined and the paper concludes with suggestions for further research into learner competencies.     

A Content Analysis of Peer Feedback in Triadic Supervision

There is limited research on the types of peer feedback exchanged during triadic supervision. Through a content analysis, the authors found that students provided feedback about counseling performance and cognitive counseling skills most often in supervision sessions. However, there were differences in the types of feedback exchanged across three experience levels.

我国新闻舆论监督立法初探

监督权是民主缸会中不可缺少的权利,新闻舆论监督是社会主义民主政治的重要内容,也是民主社会发展的必然趋势、多年来,由于没有专门的立法界定新闻媒体的权利和义务,新闻舆论监督权屡屡受到侵犯,舆论媒体侵权行为也时有发生,因而,我国迫切需要制定《舆论监督法》或《新闻法》,对新闻舆论监督行为进行规制.     

A Content Analysis of 10 Years of Clinical Supervision Articles in Counseling

This content analysis follows Borders's (2005) review of counseling supervision literature and includes 184 counselor supervision articles published over the past 10 years. Articles were coded as representing 1 of 3 research types or 1 of 3 conceptual types. Articles were then analyzed for main topics producing 11 topic categories.

论暂予监外执行检察监督机制之完善

暂予监外执行是我国刑罚执行变更制度的重要内容,检察机关担负着对暂予监外执行实施监督的重任。但在我国司法实践中,检察机关的法律监督基本以“外在式”、“事后式”模式出现,并缺乏强制效力,无法保证监督的实效。在新《刑事诉讼法》、《刑法修正案（八）》施行的背景下,本文提出构建对暂予监外执行的全方位法律监督机制,以期完善检察监督工作机制,促使暂予监外执行工作依法有序开展。

论政治监督的改革与完善

我国政治监督体制,存在监督权受制于执行权、自上而下监督代替平行监督和自下而上监督、重事后监督,轻事前事中监督等缺陷,并由此造成监督实践中的“虚监”、“弱监”、“失监”和“禁监”。改革与完善政治监督,必须加强对执政党的监督;建立健全权力制约机制;加快监督法制建设,完善司法体制;调动公民政治参与的积极性;充分发挥舆论监督作用。     

Validated Competencies for Distance Teaching

The International Board of Standards for Training, Performance and Instruction (IBSTPI) provides a methodology for drafting and validating teaching competencies. This study applied the IBSTPI methodology to identify and validate distance education (DE) instructor competencies. The research team's review of DE literature in the past 10 years resulted in a list of 20 competencies. The list was reviewed by 18 distance learning professionals as subject matter experts (SMEs). The SMEs' feedback and comments along with the performance statements developed for the competencies were analyzed which resulted in 54 task statements describing the instructional activities of a DE instructor. These tasks were then rated by 148 instructors in terms of importance, frequency of performance, and the perception of relative time spent on each task. The task analysis resulted in a list of 17 most frequently performed tasks that we linked back to the corresponding original competencies. Analysis of these data pointed out the significant characteristics of teaching from a distance including interaction with learners and technological and logistical requirements. This article presents the methodology and findings of this study and discusses their implications for recruitment, selection, and training of DE instructors.     

新公共管理运动视野下的中国彩票业监管

本文在分析了新公共管理运动产生背景、新公共管理理论的基本内容、特征和我国彩票监管现存的主要问题后认为,应当借鉴和运用新公共管理思想来开展我国的彩票监管工作.重点从监管机构必须独立,职权必须完整;集中式监管机制;实行独立式监管机制,尽快实施政监分离;加强对监管机构的监管;加强管制机构与民间部门的伙伴合作关系;以结果为导向,注重监管效率、效益的提高等六方面措施加强对中国彩票监管机构设计的指导.     

Roles and competencies of academic counsellors in distance education

Academic counsellors or tutors are engaged as a link between learners and distance teaching institutions. They perform various roles such as facilitating learning of subject matter content, assessing assignments, providing motivation and encouragement, and supervising research/term papers/project work. Each of these roles requires specific competencies to enable them to perform satisfactorily. This paper identifies the roles performed by academic counsellors at the Indira Gandhi National Open University (IGNOU) and the competencies required for each role. It also provides a generic list of competencies required to perform as an academic counsellor. Based on self‐rating of the competency of a group of academic counsellors, the paper recommends the training of academic counsellors and the development of distance teaching materials for use in competence‐building.     

Competency-based models of learning for engineers: a comparison

One of the goals of higher professional education is to develop generic student competencies across a variety of disciplines that play a crucial role in education and that provide wider opportunities for graduates in finding good jobs and more chance of promotion. In this article a list of generic competencies developed in Russian universities is compared with a similar list developed by a consortium of Russian and European universities (project TUNING-RUSSIA). Then there is a second comparison with a list of competencies taken from the CDIO Syllabus. This comparison indicates the degree of similarity among the lists and the possible convergence among universities all over the world. The results are taken from a survey carried out among Russian employers, academics, and graduates. The survey asked to rate each listed competence by its importance and the degree of achieving goals in the process of the education.

The eye of the beholder: metaphor in adult education research

Important workforce competencies for managers and professionals were identified separately for males and females through a sequence of interviews, content analysis, accessing expert opinion and statistical factoring procedures. Interviews of thirty‐two professionals and managers and a subsequent content analysis led to the development of a list of important skills, knowledge and attitudes which formed the basis for separate male and female competencies questionnaires. Principal components analyses were performed separately for male and female questionnaires, with samples of 310 women and 249 men. Seven important competencies were identified for each gender. Competencies for women were: maintenance of job skills; orientation to innovation and change; affective and cognitive efficacy; self determination and stability; presentation skills; interpersonal communication skills; and office politics skills. Competencies for men were: leadership ability; self‐determination; interpersonal ability; task management; job skill maintenance; office politics skills; and tolerance and open‐mindedness. Results suggest that acquiring competence in the workforce involves a combination both of learning and of overcoming constraints, and that individual experience influences important competencies.     

论人民群众监督的改革

人民群众的监督极其重要，然而在我国，无论是权力监督还是权利监督都存在着一定程度的缺位或虚位，因而必须进行人民群众监督的改革：改变人民群众监督的思维方式，规范国家权力的运作，扩大和保障人民的监督权利，构建合理的人民监督体系，实现监督力量的整合。     

An investigation of factors involved when educational psychologists supervise other professionals

Inter-professional supervision combines the social processes of supervision and multi-agency working: both complex and often poorly understood processes. This paper discusses the first author’s research of inter-professional supervision, involving an educational psychologist (EP) supervising another professional and complements the recently published guidelines on professional supervision produced by the Division of Educational and Child Psychology (DECP). The research involved 10 semi-structured interviews with six EPs (supervisors) and four other professionals (supervisees) recruited through purposive sampling. Interviews were digitally recorded, transcribed and coded using thematic analysis. Research findings suggested that inter-professional supervision was viewed positively. However, participants had a patchy experience of the contracting aspects of supervision and some talked of conflicting conceptualisations of supervision placing a strain on the supervisory relationship. Conclusions reflect the need to view supervision as a process enacted within multiple contexts which impact upon supervision in important ways.
