In recent times there has been a surge in interest on policy instruments to stimulate scientific and engineering research that is of greater consequence, advancing our knowledge in leaps rather than steps and is therefore more “creative” or, in the language of recent reports, “transformative.” Associated with the language of “transformative research” there appears to be much enthusiasm and conviction that the future of research is tied to it. However, there is very little clarity as to what exactly it is and what criteria might be used to design policy instruments to make more of it happen. In this paper, we contribute to the construction of a framework within which some conceptual clarity might be gained. We develop four analogies, or metaphors, that are found in the discourse about “transformative research” and show what they imply for the meaning of the notion and, as a result, both the phenomena that might be associated with it and the levers that would be available to design policy instruments. The analogies serving as theoretical metaphors that we propose, and also document to be present either explicitly or implicitly in the discourse about “transformative research,” are the stock market highlighting risk; the process of evolution and its selection mechanisms; the process of popular culture and the power of “hot” events; and exploration of the frontier of the unknown. No single analogy covers all the relevant issues. Together they help identify a field of phenomena and the potential and challenges “transformative research” presents to policy.  相似文献

We investigate the relationship between Italian municipalities’ spending on culture in the 1990s and 2000s and a number of political variables—such as a left/right dummy, an election-year dummy and a term-limit indicator—controlling, among other things, for economic and socio-demographic characteristics of the population, the level of human capital and instruction, proxies of social capital, the extent of private financing of cultural provisions and touristic and artistic relevance. We use a panel-data regression analysis and find that, indeed, some determinants of public expenditures on culture are political. In particular, we identify an electoral cycle in which the incumbent spends less on culture in an election year. This result is robust for variations in the empirical model accounting for both the persistence and spatial interdependence of cultural expenditures by municipalities.  相似文献

Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power.  相似文献

In recent years questions concerning the impact of public research funding have become the preeminent site at which struggles over the meanings and value of science are played out. In this paper we explore the ‘politics of impact’ in contemporary UK science and research policy and, in particular, detail the ways in which UK research councils have responded to and reframed recent calls for the quantitative measurement of research impacts. Operating as ‘boundary organisations’ research councils are embroiled in what might be characterised as the ‘politics of demarcation’ in which competing understandings of the cultural values of science are traded, exchanged and contested. In this paper we focus on the way the UK’s ‘Engineering and Physical Sciences Research Council’ (EPSRC) has responded to contemporary policy discourses concerning the impacts of public research expenditure. We argue that, in response to the shifting terms of contemporary science policy, the EPSRC has adopted three distinct strategies. Firstly, in collaboration with other research councils the EPSRC have emphasised the intellectual and metrological challenge presented by attempts to quantify the economic impact of public research expenditure, emphasising instead the cumulative impacts of a broad portfolio of ‘basic science’. Secondly, the EPSRC has sought to widen the discursive meaning of research impacts – specifically to include societal and policy impacts in addition to economic ones. Thirdly, the EPSRC has introduced a new framing into the ‘impact agenda’, preferring to talk about ‘pathways to impact’ rather than research impacts per se. In responding to government priority setting, we argue that the EPSRC has sought to exploit both the technical fragility of auditing techniques and the discursive ambiguity of notions of impact.  相似文献

A network of think tanks—the ASEAN-Institutes of Strategic and International Studies and their researchers—have played a proactive and sometimes influential role in regional debates on Asian economic integration and security cooperation through informal diplomacy. This paper contributes to the literature on knowledge utilisation, specifically debates on the role of policy research institutes in policy-making. Paying attention to the debates and research on economic and security cooperation which preceded attempts at institutionalisation drives analytical attention to scholars, think tanks and others in the ‘interpretive community’ who were engaged in a long term learning activity to shape domestic and regional agendas and institutionalise discourses of regional cooperation.  相似文献

Using the Public Value Mapping framework, I address the values successes and failures of chemistry as compared to the emerging field of green chemistry, in which the promoters attempt to incorporate new and expanded values, such as health, safety, and environmental sustainability, to the processes of prioritizing and conducting chemistry research. I document how such values are becoming increasingly “public.” Moreover, analysis of the relations among the multiple values associated with green chemistry displays a greater internal coherence and logic than for conventional chemistry. Although traditional chemistry research has successfully contributed to both economic and values gains, there have been public values failures due to imperfect values articulations, failure to take a longer-term view, and inertia within a system that places too much emphasis on “science values.” Green chemistry, if implemented effectively, has potential to remedy these failures.  相似文献

In this paper it is argued that systems analysis can provide a means of bringing economic and cultural systems together in a unified framework. It is then proposed that a link between economics and culture can be established through the concept of culturally sustainable development, definable in terms of a set of criteria relating to advancement of material and nonmaterial wellbeing, inter-and intra-generational equity, and recognition of interdependence. The paper suggests that conceptualising the interaction between the cultural and economic systems in these terms might provide a workable model for policy analysis.  相似文献

In this paper on the creative industries and cultural entrepreneurship I take my point of departure in Richard Caves’ Creative Industries [Caves, R. (2000). Creative industries: Contacts between art and commerce. Cambridge, MA: Harvard University Press.]. While Caves draws heavily on economic analysis and contemporary sociology in his excellent analysis of these two topics, he does not use the sociological classics at all. The main purpose of the paper is an attempt to remedy this, by drawing attention to the possible contribution that the works of Max Weber, Emile Durkheim, and Georg Simmel can make to our understanding of the creative industries and cultural entrepreneurship. Since this paper was prepared as a keynote address for the 2006 conference of the Association for Cultural Economics International in Vienna, I also discuss Schumpeter’s ideas on art and entrepreneurship, ideas which grew out of Viennese culture.

Evaluation studies of the Bayh-Dole Act are generally concerned with the pace of innovation or the transgressions to the independence of research. While these concerns are important, I propose here to expand the range of public values considered in assessing Bayh-Dole and formulating future reforms. To this end, I first examine the changes in the terms of the Bayh-Dole debate and the drift in its design. Neoliberal ideas have had a definitive influence on U.S. innovation policy for the last thirty years, including legislation to strengthen patent protection. Moreover, the neoliberal policy agenda is articulated and justified in the interest of “competitiveness.” Rhetorically, this agenda equates competitiveness with economic growth and this with the public interest. Against that backdrop, I use Public Value Failure criteria to show that values such as political equality, transparency, and fairness in the distribution of the benefits of innovation, are worth considering to counter the “policy drift” of Bayh-Dole.  相似文献

Here we present the framework of a new approach to assessing the capacity of research programs to achieve social goals. Research evaluation has made great strides in addressing questions of scientific and economic impacts. It has largely avoided, however, a more important challenge: assessing (prospectively or retrospectively) the impacts of a given research endeavor on the non-scientific, non-economic goals—what we here term “public values”—that often are the core public rationale for the endeavor. Research programs are typically justified in terms of their capacity to achieve public values, and that articulation of public values is pervasive in science policy-making. We outline the elements of a case-based approach to “public value mapping” of science policy, with a particular focus on developing useful criteria and methods for assessing “public value failure,” with an intent to provide an alternative to “market failure” thinking that has been so powerful in science policy-making. So long as research evaluation avoids the problem of public values, science policy decision makers will have little help from social science in making choices among competing paths to desired social outcomes.  相似文献

Considerable attention has been paid to America’s political and economic divides. These divides revolve around class and location, with more affluent, more educated and denser places leaning more open-minded and liberal and less affluent, less educated and less dense places leaning more conservative. We contend that such divides are also reflected and reinforced by preferences, attitudes and predispositions for culture. More specifically we argue that Americans’ preferences for music will reflect dimensions of these political and economic divides. To test this proposition, our research examines the geographic variation of five key categories of music preferences across 95 of the largest US metropolitan areas. We use factor analysis to identify and map geographic variation of musical preferences, and we use both bivariate correlation analyses and regression analysis to examine the associations between metro-level musical preferences and key economic, demographic, political, and psychological variables. We find that musical preferences generally reflect and reinforce America’s broader economic and political divides.  相似文献

The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. The purpose of this article is to analyze the effect of the cultural interest manifested by tourists when planning a vacation on their sensitivity to price. The proposed hypothesis states that tourist price sensitivity is moderated, at the moment of choosing a destination, by cultural interest. For this purpose, we measure and identify tourists’ price sensitivities—individual by individual—from real choices, i.e., tourist price sensitivity is estimated for each individual by observing the destination she actually selects. The empirical application is carried out on a sample of 2,127 individuals, and the operative formalization used to estimate individual price sensitivities follows a Random-Coefficient Logit Model; and to detect the way these sensitivities relate to the search for culture, an ANOVA procedure is employed. The results show an incremental effect of cultural interest on tourist price insensitivity; i.e., people looking for culture find their price sensitivity moderated by this interest in such a way that the negative effect of price diminishes. Also, we further explore these culture-interested tourists by a segmentation analysis, identifying five segments with different price sensitivities—one of them even showing certain high-price proneness.  相似文献

No matter one’s wealth or social position, all are subject to the threats of natural hazards. Be it fire, flood, hurricane, earthquake, tornado, or drought, the reality of hazard risk is universal. In response, governments, non-profits, and the private sector all support research to study hazards. Each has a common end in mind: to increase the resilience of vulnerable communities. While this end goal is shared across hazards, the conception of how to get there can diverge considerably. The earthquake and hurricane research endeavors in the US provide an illustrative contrast. The earthquake community sets out to increase resilience through a research process that simultaneously promotes both high quality and usable – preparedness-focused - science. In order to do so, the logic suggests that research must be collaborative, responsive, and transparent. Hurricane research, by contrast, largely promotes high quality science – predictions - alone, and presumes that usability should flow from there. This process is not collaborative, responsive, or transparent. Experience suggests, however, that the latter model – hurricane research - does not prepare communities or decision makers to use the high quality science it has produced when a storm does hit. The predictions are good, but they are not used effectively. Earthquake research, on the other hand, is developed through a collaborative process that equips decision makers to know and use hazards research knowledge as soon as an earthquake hits. The contrast between the two fields suggests that earthquake research is more likely to meet the end goal of resilience than is hurricane research, and thus that communities might be more resilient to hurricanes were the model by which research is funded and conducted to change. The earthquake research experience can provide lessons for this shift. This paper employs the Public Value Mapping (PVM) framework to explore these two divergent public value logics, their end results, and opportunities for improvement.  相似文献

The Sunday “Arts and Leisure” section of the New York Times for selected years is examined to gauge competition between “high” culture and “popular” culture. From 1962 through 1988 high culture consistently outranked popular culture in percentage of articles, but after 1988 popular culture gained steadily, and by 1993 accounted for 49 percent of articles as compared with only 39 percent for high culture. Most of the gain was accounted for by coverage of motion pictures. For two out of four sub-categories a significant correlation was found between editorial content and advertising, so that one cannot reject the hypothesis that advertising affects editorial coverage. The emergence of vibrant research communities of computer scientists in Kenya and Uganda has occurred in the context of neoliberal privatization, commercialization, and transnational capital flows from donors and corporations. We explore how this funding environment configures research culture and research practices, which are conceptualized as two main components of a research community. Data come from a three-year longitudinal study utilizing interview, ethnographic and survey data collected in Nairobi and Kampala. We document how administrators shape research culture by building academic programs and training growing numbers of PhDs, and analyze how this is linked to complicated interactions between political economy, the epistemic nature of computer science and sociocultural factors like entrepreneurial leadership of key actors and distinctive cultures of innovation. In a donor-driven funding environment, research practice involves scientists constructing their own localized research priorities by adopting distinctive professional identities and creatively structuring projects. The neoliberal political economic context thus clearly influenced research communities, but did not debilitate computing research capacity nor leave researchers without any agency to carry out research programs. The cases illustrate how sites of knowledge production in Africa can gain some measure of research autonomy, some degree of global competency in a central arena of scientific and technological activity, and some expression of their regional cultural priorities and aspirations. Furthermore, the cases suggest that social analysts must balance structure with culture, place and agency in their approaches to understanding how funding and political economy shape scientific knowledge.  相似文献

ABSTRACT

This article investigates how cultural businesses may facilitate contentious political activity in authoritarian contexts. Existing research in Western liberal democracies has shown the widespread political activism of actors in the cultural and creative industries. Whether such activism exists in authoritarian society, how it may differ in character and form, and what implications this will have for our understanding of relations between business, politics, and culture in authoritarian countries remain to be addressed. Drawing on data collected from 55 ‘independent bookshops’ in China, I illustrate how these organisations perform ‘cultural politics,’ a type of political participation in which actors employ mainly symbolic means to express social and political concerns. The organisations’ economic relations and conditions facilitate their efforts to create spaces in which contentious questions can be raised, sensitive topics explored, and alternative ideas expressed, despite the Chinese state’s political regulation of the cultural sphere. The finding of the economic embeddedness of cultural politics sheds new light on our understanding of the political economy of cultural businesses in contemporary China.  相似文献

Our work pursues a twin aim. Firstly, we explore the influence of organizational size on innovations in museums as well as its impact on museums’ economic, market and social performance. Secondly, we analyse how the (public–private) funding of such organizations impacts innovation and performance. The empirical work is based on information from a survey of 491 museums (British, French, Italian and Spanish). We find that museum size does prove relevant in the commitment to engage in innovation but that public funding of museums does not encourage innovation. We also highlight the importance of the explanatory power of the type of funding on the performance of these cultural organizations. This research also reveals how organizational and technological innovations as well as innovation in value creation in museums enhance economic, market and social performance.  相似文献

In recent years the economic performance of public non-profit sectors such as cultural services has become an interesting economic issue. This is due to the high dependence of cultural institutions on public funding on the one hand and the increasing cost-pressure on public budgets on the other hand. In order to achieve an efficient, cost-minimizing resource allocation public authorities who decide on the distribution of public budgets need reliable performance indicators. Against this background, this paper analyzes the efficiency of German public theaters for the seasons 1991/1992–2005/2006. Using a stochastic frontier analysis approach, we test whether the assumption of cost-minimizing behavior is reliable in this sector. Moreover, several panel data models that differ in their ability to account for unobserved heterogeneity are applied to evaluate the impact of unobserved heterogeneity on the efficiency estimates. The results indicate that the cost-minimizing assumption cannot be maintained. Consequently, an efficiency analysis based on a cost function approach seems inappropriate in the case of German public theaters. Further, we find a considerable unobserved heterogeneity across the theaters, which causes a significant variation in the models’ efficiency estimates. This implies that failing to account for unobserved heterogeneity leads to biased efficiency values. Overall, our results suggest that there is still space for improvement in the employment of resources in the sector.  相似文献
