论我国营利性高等教育的供给机制

营利性大学的出现,不仅引发了人们对大学和社会两者间关系的重新思考,同时也提出了对“大学”内涵重新解释。随着社会经济的发展逐步加快与知识经济的到来,人们越来越需要通过各种途径获取知识、丰富知识。在此基础上,在正规的国民教育序列之外,兴起了私立性质的营利性大学。文章主要从营利性高等教育的供给角度研究其必要性及可能性。     

私立高等教育的公共性

本文重点分析了私立大学的公共控制问题和私立机构利用公共资源的问题。私立学院和大学将政府提供的资助转换为学费,取得空前的繁荣。不同私立大学在市场化机制下的行为方式是不同的,优秀私立大学带动了学费水平的不断提高。营利性大学是美国高等教育领域中发展最快的一部分。成功商业模式的复制和学生资助政策,是营利性大学快速发展的两个关键因素。私立大学的出现也带来了教育质量等一系列问题。新的政策走向似乎更有利于营利性大学,使之有可能获得更多的公共资源。     

美国与私立营利性高等学校运行有关的税——鼓励为教育存款的三种账户介绍

本刊2003年第4期在《美国私立营利性高等学校的运营特点》一文中曾有这样的描述:“美国在高等教育方面的税收优惠,从一定程度上说,更多地是直接落实到公民个人身上。”“因为这种优惠直接落到公民个人身上,而选择进入哪类大学(公立、私立非营利性或私立营利性)学习的权利亦在个人(虽然有些资助计划会对入某类大学有具体要求),所以,可以说营利性大学在收取学费时间接地得到了各级政府和有关立法的支持。”“从这个角度看,美各级政府对公立大学、私立非营利性大学和私立营利性大学是给予同等待遇的。”下面摘编的是于建伟先生(普天寿保险公司的金融顾问)就美国税法和教育的关系所介绍的一些情况。

在美国私立大学多种多样的办学模式中,本文选择了当前中国民办高等教育发展中还没有的两种私立大学办学模式进行案例分析:美国著名私立大学康奈尔大学"一校两制"的办学模式和营利性私立大学凤凰大学的企业化办学模式.康奈尔大学在私立大学下设公立学院(合同学院),形成公立与私立两类学院共存、专业师资共享的经验;凤凰大学准确定位,减低成本,设立专兼职师资队伍的经验.这些经验都是值得借鉴的.这两种办学模式对促进我国民办高校多元化发展和加强民办高校师资队伍建设均有所启迪.

中华民国北京政府出台了一系列的法律法规,赋予了私立大学办学的“合法性”,但始终将其置于国立大学之“辅助”地位。既是“辅助”,即分“主次”“优劣”,私立大学也就难享有与国立大学“大体平等的地位”。民初政府这一办学定位在一定程度上制约了私立大学的生存与发展,加剧了私立大学的办学困境。本文以1924—1926年私立大学争取法国退还庚款（简称“法款”）为例,呈现私立大学在款项分配中遭遇的不平等待遇,以及为争取与国立大学同等待遇所付出的努力和尝试。对此问题的探讨,有助于从制度层面分析民初私立大学的生存困境,以及客观评价私立大学的办学贡献。
