知识是组织高等教育活动的基本材料和学术生活的基础。传统上作为公共产品的知识正在发生转向,其商品属性和交换价值趋于增强,成为兼具公共产品与私人产品性质的一种混合型产品。在高等教育领域,知识商品化具有多种表征形式,侵蚀了高等教育的公共性。本文结合哈贝马斯和布迪厄的理论框架,阐述了以下观点:知识的公共产品性质是高等教育的公益性、高校的公共形象和学术人的公共身份的基础,也是基础研究的核心价值观之一。坚持知识的公共产品性质,抵制知识商品化的消极影响,既是知识的内在要求也是高等教育的内在要求。  相似文献

This paper addresses the interaction between European Union policies and national higher education sectors in the countries involved in the TRUE project (England, France, Germany, Italy, The Netherlands, Norway, Portugal and Switzerland) making the case for European governance. Relevant for this matter is the role of political processes that evolve at European level shaping political discourses and practices, thus creating a common grammar for European higher education governance. By empirically focusing on evaluation and funding policies the paper argues that European governance reflects in how this common grammar is being created and reconfiguring the environment within which European higher education systems and institutions are developing.  相似文献

大学治理研究对于高等教育的发展有重要的意义。但是,目前国内大学治理的研究存在着许多问题,这些问题主要包括:大学理念的泛化、共同治理的虚化、教授治校的理想化、治理结构的空洞化、缺乏对决策过程研究、缺乏对权力分配研究、缺乏党委系统权力研究等。这些问题如果得不到及时纠正,就会使大学治理研究与大学的实际相脱节,既不利于大学治理理论的构建与完善,也不利于我国大学的健康发展。  相似文献

University education has been thrust into the limelight by policymakers in Hong Kong and Singapore in recent years. Reforming university education thus has become a norm for both city-states. This article reviews and compares some recent developments in the university reforms in both city-states. It argues university education, as a public policy area, is not immune from the profound influence of such concepts as accountability, performativity, quality assurance and market relevance, which prevail in a wider policy context of public sector reforms and governance changes. Hong Kong and Singapore's university reforms are similarly extensive, ranging from the admission mechanisms through to the governance and funding systems. This article has four main sections. The first sketches a paradigm shift in the policymaking process and the changing state-university relationships in the age of globalization. The second reviews and compares some recent developments of the university reforms in both city-states. The third turns to assess the impacts of the reforms on university stakeholders. ABSTRACT

The major objective of this introductory article is to set the wider policy context for the present special issue with a particular focus to examine how the massification and internationalisation of higher education has taken place in Asia. More specifically, this introduction highlights the major arguments of articles being adopted in this issue. The contributions have been selected and gathered from presentations in various regional and international research events held in the last few years. Having experienced the growing pressure for enhancing their global competitiveness, governments in Asia are determined to expand their higher education systems to provide more learning opportunities for addressing pressing educational demand, putting additional resources to internationalising student experience and raising the research profile in order to quest for regional education hub and world-class university status. However, the rapid expansion of higher education has indeed created more university graduates than the labour market could fully absorb. It has become problematic when the global market currently experiences economic stagnation. This special issue sets out against such a political economy context to examine issues related to changing labour conditions, youth mobility and challenges for education and urban governance.  相似文献

This article analyzes policy convergence and the adoption of globalizing models by higher education states, a process we describe, following Thatcher (2007), as policy internationalization. This refers to processes found in many policy domains and which increasingly are exemplified in tertiary education systems too. The focus is on governmental policymakers, their transnational networks, and the dilemmas they face in responding to the increasing global diffusion of governance models, such as the new public management. The notion of structuration is introduced to convey the inextricability of autonomy and structural constraint for decisionmakers in globally-situated higher education states. Primary aims are to understand the forces that drive policy internationalization, not least those associated with network power, as well as those factors that generate the basis for continuing forms of localism. It is suggested national policy ‘divergences’ may aid the worldwide diffusion of governance models rather than necessarily act as impediments.  相似文献

This article sets out in the context of globalization to identify, examine and discuss issues related to structural adjustment and educational restructuring in China, with particular reference to university merging and changes in higher education governance models. While it is basically an historical and documentary analysis of policy change in Chinese higher education, this article focuses on restructuring strategies that the Chinese government has adopted to make its university systems more competitive and efficient in the global market context. University merging in China should not be simply understood as a pure higher education reform but rather a fundamental change in higher education governance model from an ‘interventionist state model’ to an ‘accelerationist state model’. Rather than globalization bringing about the decline of the nation state, this article shows transformations taking place in Chinese universities may not necessarily diminish the capacity of the state but instead make the Chinese government a more activist state in certain aspects.  相似文献

Abstract

This study investigates how decisions are made in Tunisian public higher education establishments. Some factors are identified as having a potentially significant impact on the odds that the decision-making process follows the characteristics of one of the most well known decision-making models: collegial, political, bureaucratic or anarchical model. For this, this investigation was based on some statistical methods related to qualitative variables and allowing to measure whether the hypotheses, identified through an inductive analysis, are expressible in the same terms and with the same acuteness in all Tunisian public higher education establishments. In particular, the results showed that how decisions are made is related to the nature of the decision itself: collegiality for pedagogic and scientific decisions, bureaucratic for decisions related to institutional management and politic for academic personnel decisions. This finding can help the university leadership to evaluate and improve the governance in the higher education establishment.  相似文献

With strong intention to enhance the global competitiveness of their university systems, both the Singapore and Malaysia governments have introduced reforms along the lines of ideas and practices embedded in neo-liberalism. In the last decade or so, we have witnessed reforms being introduced to the higher education sectors in these Asian states, particularly when corporatization and incorporation strategies are adopted to transform national/public universities. With particular reference to how academics evaluate the impact of the reforms on their academic life, this article reports and analyses findings generated from campus visits and field interviews conducted in Singapore and Malaysia from 2007 to 2009. Although the senior management of corporatized/incorporated universities in these Asian states has been given more discretion to decide how to operate their universities, most of the front line academics that we interviewed have not experienced major differences in university governance after the reforms took place. Instead of feeling ‘emancipated’ and ‘empowered’, many academics feel more pressures and control from the university administration and government ministries. Despite the fact that both the Singapore and Malaysia governments have tried to embrace the ideas and practices of ‘neo-liberalism’ to transform university governance, academics still see the state’s reluctance in withdrawing from steering/controlling higher education development. Such observations clearly reflect the ‘clash’ of two major governance philosophies, namely, ‘state centralism’ and ‘neo-liberalism’. In short, this article critically examines how far the proposed university governance reforms by adopting the corporatization/incorporation strategies have actually transformed university management and academic life style in Singapore and Malaysia.  相似文献

Despite striking similarities, the adoption and implementation of policy shifts regarding higher education governance vary considerably across the globe, suggesting a mixed picture of diversification and isomorphism both within and across national higher education systems. By unpacking one particular structural reform process, this paper focuses on mergers as both a governance tool and a governance result in higher education. The paper analyzes the strategic decisions taken by Norwegian higher education institutions during 2014 in the light of a proposed national reform to merge institutions in order to enhance quality in higher education. The empirical basis of the paper consists of analyses of the commissioned self-evaluations of the higher education institutions, and the strategic choices and dilemmas they expressed. The process can be seen as organizational engineering in the sense that it emerges from the self-evaluation process, but is also subject to governancing on the part of the ministry.  相似文献

Abstract

This paper examines what to some is a well-worked furrow; the processes and outcomes involved in what is typically referred to as ‘marketization’ in the higher education sector. We do this through a case study of Newton University, where we reveal a rapid proliferation of market exchanges involving the administrative division of the university with the wider world. Our account of this process of ‘market making’ is developed in two (dialectically related) moves. First, we identify a range of market exchanges that have emerged in the context of wider ideological and political changes in the governance of higher education to make it a more globally competitive producer of knowledge, and a services sector. Second, we explore the ways in which making markets involve a considerable amount of microwork, such as the deployment of a range of framings, and socio-technical tools. Taken together, these market-making processes are recalibrating and remaking the structures, social relations and subjectivities, within and beyond the university and in turn reconstituting the university and the higher education sector.  相似文献

Recent developments of the Italian student body are marked by an increasing diversification of prevailing student profiles. The presence of ‘new’ student groups is surveyed next to the groups which are the ‘traditional’ target of national policies for higher education and student welfare. Examples of such traditional target groups are, amongst others: males or females; students from well‐off and well‐educated families or from lower social backgrounds; resident or non‐resident students; undergraduate, graduate or postgraduate students (first, second or third cycle of university studies); students from different fields of study. Working students are to be quoted in ‘new’ profiles. They may either work regularly or take occasional jobs during terms; in both cases they no longer seem to be full‐time students and should be considered as de facto part‐time students. Although student work is not a novelty, what has changed in recent times is its development: working students are reported to be a majority in the university student body. Their emerging needs and expectations as university customers point to inadequacies and delays in the prevailing academic attitudes and in higher education policy‐making. The Italian Euro Student Survey is a monitoring of students’ living and study conditions in Italian universities. It is carried out in the framework of the Euro Student Report project, which involves many EU countries. Euro Student attaches great importance to the analysis of the impact of the diversification issue on the students’ living and study conditions, on their personal experiences and on their relations with academic institutions. Some of the most relevant emerging trends will be dealt with in this article, e.g. the demand for support and interaction with teachers and students (the ‘solitude’ issue), the increasing demand for better conditions in the study environment (the ‘quality’ issue), the differences in average academic achievements of different student groups (the ‘performance’ issue). Based on the updated available data, some ideas and theories will be explained as a conclusion about the possible impacts of the most recent reforms in the higher education sector in Italy, i.e. the design of new courses according to the ‘Bologna process’ and the planning of a new student welfare system.  相似文献

University mergers are a common practice in higher education systems around the world. Merger-related aspects such as the transformation of organizational and administrative structures, the impact on the internal funding allocation mechanisms, or changes in academic strategies and profiles, are well researched. However, the role of students in university mergers and their understanding of these processes are hardly investigated. The aim of this study was to identify how students are affected by merger processes. Through the conceptual framework, integrating university organizational identity theory and studies of the human side of mergers and acquisitions, this article encompasses six institutional cases in Russian higher education. These cases were selected to illustrate different scenarios of university mergers and accordingly to analyze the variety of student experience in changing universities. The project’s data included the results of document analysis, analysis of the merged universities’ representation in the public space, interviews and focus-groups with university administrators and with students who studied during the process of university merger. It highlights such perceived effects of mergers as anxiety and perceived unfairness due to post-merger changes, activization of we-they opposition between the students of merged universities, loss or transformation of organizational identity, and clash of university cultures.

Abstract

Higher education in Croatia is confronted with new trends and quality demands mostly connected with Bologna processes. It is assumed that Croatian universities with their existing governance structures, characterised by strong state regulation and weak institutional administration, cannot respond effectively to new demands. Findings of the survey on conceptions of governance at the Croatian universities are presented in the paper, with its main aim to explore academic staff's perception of university governance. The idea of the university as a “learning organisation” with strong leadership and engaged academic staff is taken as the desired model. Mapping the opinions of academic staff on the present governance structures, their role in governance issues, and making an inventory of their perceptions of strengths and weaknesses of governance processes, forms important background for reflections on adequate modifications in academic governance.  相似文献

With changing domestic needs and intensifying foreign competition, American businesses are developing a leaner and more efficient look as they seek to streamline and improve their organizations and operations. Modern higher education can play a constructive and dynamic role in this process by offering corporations an expanded array of both traditional and nontraditional educational services. The development of new courses and instructional modes are helping to meet many of the informational needs of a restructuring private sector. At the same time forward-looking campuses are sharing and assisting in the adaptation of new technologies. A university committed to facilitating technology transfer, exploring innovative ways of disseminating research findings, and promoting information exchange at all levels, can give new meaning to the mission triad of instruction, research, and public service. At the same time such an institution can gain a new relevance in community and economic development. The following article looks at some new initiatives that are proving both effective and welcome as new modern corporate America seeks solutions to some of its most pressing problems.Dr. James T. Kenny is Vice Chancellor for Research and Development at Auburn University at Montgomery. He is the editor of a new Jossey-Bass volume titled ResearchAdministration and Technology Transfer and has been active in a number of cooperative university, business, and governmental programs.
