灰色关联分析在船员选派中的应用

为方便船舶管理公司科学合理地进行船员选派,利用灰色关联分析法建立船员选派模型。在现有文献中关于船员适任性评价的基础上对影响指标因素重新划分,利用熵权法确定指标权重以消除主观因素过重的缺陷。以某船舶管理公司从4名待派船员中选派1名船员为实例,验证该模型在船员选派方面的合理性与实用性。该模型能够为船舶服务机构及管理部门船员选派提供决策支持。     

关于《船舶辅机》适任证书考试的思考

基于对船员适任证书试卷41843—48843的研究论证,分析说明执行《中华人民共和国海船船员适任考试大纲》后《船舶辅机》适任证书考试的发展动态,同时探讨该适任证书试卷中存在的一些不足。在STCW78/10公约实施之际,相关部门应对现有的试题库进行调整和完善,进而开发一套科学严谨的考试评估体系,服务于我国的航海事业。     

基于OFFICE特点的船员评估题卡管理系统开发

新版《中华人民共和国海船船员适任评估大纲和规范》实施后,船员适任评估内容增加,组题方式发生变化。研究并开发基于MICROSOFT OFFICE特点的船员评估题卡管理系统,适应了新评估方案的现实需要。     

SMSC型轮机模拟器实操训练的自动评分方法及实现

为更好地提高现有轮机模拟器实操评分的准确性，参考国内轮机模拟器自动评分系统的原理，提出一种多级模糊综合评价方法。该方法依据中华人民共和国海事局在《海船船员适任考试与评估大纲》中规定的实操技能要求，建立评价指标体系。使用层次分析法(analytic hierarchy process,AHP)确定各指标权重，选择适宜的隶属度函数模型确定各指标的隶属度。实时采集船员在实操训练过程中产生的数据，依据专家系统进行模糊评价。经专家验证取得了理想的结果。模型提高了实操评分的准确性、公正性及其评价效率，可为海事部门的考核提供有力的支撑。

船舶操纵模拟器开发和应用的全球协作

通过对船舶操纵模拟器研发和应用的相关问题如技术性能标准研究、船舶操纵数学模型研究、示范课程与训练效果评估等方面的现状和发展的介绍、比较和分析,提出加强国际协作,建立船舶操纵模拟器系统新的性能标准,以满足航海教育培训、船员适任评估以及高级航海研究的需要;研究船舶操纵数学模型的标准化,以提高系统的关键技术性能;建立规范的示范课程和训练评估方法,提高模拟器训练的水准.同时,介绍基于互联网的船舶操纵模拟器集成国际合作项目,指出在这个平台上的协作运行有利于填补海事大学间技术和操作水平方面的差距,加强学生与船员间相互了解航海习惯和文化背景、促进沟通与航海英语方面的训练,也有利于扩展船舶操纵模拟器的功能.

为解决我国船员适任证书考试培训中GPS设备少、学员人数多等问题,使用VB,MapInfo的MapX和Access数据库开发带电子海图的GPS设备仿真软件,用该软件代替GPS接收机进行评估训练.介绍软件的主要功能、开发和运行环境及关键技术并给出主要程序代码.该软件已经过多次测试和很多船员的使用,结果证明学员可以容易地掌握GPS设备操作,其稳定性和训练效果良好.
