Abstract： For ten consecutive years from 2003 to 2013, Sloan Consortium has published research reports about online higher education in the United States. The present study exams those reports and analyzes its development history of the past decade from persectives of its general situation, future orientation and major obstacles, lending some insights to Chinese distance education.

Open education and Study Tutoring System Construction
Open education has become an important approach to obtaining knowledge. Open education can be better positioned to provide more effective guidance and support to learners when a tutoring system is constructed, which consists of the following six components ： subject or course need analysis, analysis of characteristics of student groups, mentor teacher selection, creation of tutoring environment, design of tutoring activities and tutoring monitoring mechanism. This article endeavors to build up a mode of study tutoring system for TV University open education, based on introduction to Peking University＇s experience in employing an educational guiding platform, so as to provide some insights to the improvement of open education or online study quality.     

Review of Research on Dropout Problem of Chinese Distance Educational Learners in Last Decade

At present, the research on this problem has made enormous strides, and has promoted the development of modem distance education in China. This paper reviews literature published from 2004 to 2013 in this area from aspects of quantity, content, publications and researchers, and analyzes the latest six Educational Technology International Forums in terms of their themes. Then the paper summarizes the findings and existing problems. Finally the paper puts forward the development pros- pects of the research, aiming to give some insights to subsequent researchers. On Running TVU under Guideline of Business Operation

In this respect, A TVU is comparable to a business, whose operation ideolo- gy is what it lacks. Thus, under the condition of market economy, the TVU shall learn to be operated like a business. However, it cannot be run solely for the purpose of profit - making, neither at the expense of eroding its overall system and downgrading its education quality.

Study on Blended Learning Model Combining Distance Learning Support Services with Higher Vocational Classroom Teaching--- Case Study of Computer Courses Teaching in Higher Vocational Colleges

Abstract： This paper reviews the studies on blended learning modes and their applications in higher educational insti- tutions, and finds out some problems like short of empirical research and teaching model, and over-generalization of existing models. The paper then chooses classroom teaching of computer discipline in the higher vocational college as the research object, which is based on Moodle and mediated by QQ, and adopts literature review method and action research method to analyze the relationship between classroom teaching and distance learning support service. The paper finally summarizes ex- periences of teaching experiments and proposes a blended learning model integrating distance learning support services with higher vocational classroom teaching.     

Review and Prospects of Diversified Approaches to Constructing Learning Centers-A Case Study of Guangzhou Open University

Guangzhou Open University （GZOU） has been considering the system construction as an important approach to extending the Radio and TV university （RTVU） education to the grass-root stratum and establishing bases for developing talents. For years, in addition to local RTVUs, GZOU has established an array of learning centers by cooperating with more than 100 partners from a variety of industries, enterprises, secondary and higher vocational schools, social organizations, groups and other training institutions. Such learning centers have taken on different characteristics corresponding to the school＇s three developmental phases, that is, period before 1999, when the Open Education Pilot Project was launched; that between 1999 and 2006, when the Conclusive Evaluation was implemented; and the one after 2006. At present, the constitution of Learning Center in GZOU System holds out some notable features as follows： diversity of collaborators and cooperative modes, and extensiveness of function and orientation. These strengths would facilitate the GZOU＇s endeavor to transform itself from a local RTVU into the Open University.

Analysis of Research Hotspots of Educational Technology Studies in China between 2010 and 2012 - Perspective of Word Frequency Statistics
Abstract： This paper adopts the method of word frequency analysis to survey the key words of articles published in the seven CSSCI source journals of education technology studies issued between 2010 and 2012, and employs instruments like SPSS 18.0 and Microsoft Office 2007 to analyze the data. Results reveal that the majority of researches in the past three years concentrated on such topics as distance education, educational informationalization, educational technology, information tech- nology （studies）, teaching design, mobile learning, network course, open university, and cloud computing.     

A review on logistics network design

The decision making support models for logistics network design are reviewed from four dimensions: (1) the complexity of modeling, including transportation period, product types and objective of modeling along with deterministic considerations, such as single or multiple product transport and single or multiple objective model; (2) modeling approaches and algorithms; (3) solution methods and technologies; (4) sustainability and robustness. It is identified that different considerations of complexity need a broader emphasis on emission and uncertainty during logistics network activities, that the sustainability is one of the major difficulties due to environmental and economic consideration, and that the robustness of more complex logistics networks is difficult to be tackled. CPLEX and LINGO are effective solvers for integer and/or bi level programming models, but improved intelligent algorithms may be more feasible in practice for large sized networks. Finally, the present and future practice oriented research issues are recommended.     

Abstract

Print materials occupy an irreplaceable status in the distance education. Since they are not only the carrier of course content, but also related to other teaching media, researchers and practitioners have continuously paid attention to them. For a better understanding of the research on such field, this article reviews Chinese published literature from 1979 to 2008, and summarizes the important achievements from both micro and mini perspectives.

Abstract： Requirements of distance education journals are analyzed from the perspective of writing paradigm, and results re- veal the stylistic features and adoption standards of these journals, which fall into two categories ： specialization and quality. The former refers to originality, substantiality and academic value of the paper. Therefore, topic is selected, focusing on individuality and innovation, that is to say, finding out the breakthrough point by exploring a novel perspective, while avoiding dialectic emp- tiness and generalization, as well as empirical studies of no realistic significance. The latter refers to the application and formation of writing paradigm, which is under the influence of academic standards. Scholarly journals should maintain their academic dignity in way of preciseness and standardization.

Peer learning and monitoring the procedure axe an important key to improve effectiveness and to increase the success rate of the learner in the distance education. The requirement of peer learning and monitoring the procedure were analyzed and outlined first in this paper, the asynchronous discussion system based on Moodle was designed and realized, the peer learning and monitoring the procedure were described in detail finally.

Research on the Correlation between Self- efficacy and Academic Achievement of Distance Learners

Abstract： Questionnaire method is employed to collect data, and correlation analysis method is employed to explore the correlation between self - efficacy of distance learning, including course self - efficacy, skill self - efficacy, general self - efficacy, and total self - efficacy of distance learning, and academic achievement. The findings indicate that significantly positive correlation was found between academic achievement and course self- efficacy, general self- efficacy, and total self - efficacy of distance learning, while no significant correlation was found between academic achievement and skill self- efficacy. Research on Strategies to Explore Education Oriented towards Staff of Modern Enterprises --Development Transforming from E-Learning to U-Learning

Abstract： Modem information technology has been continuously innovating and bringing about great changes to educa- tion, for instance, ubiquitous learning is now becoming the most prevailing model of electronic learning （E-learning）. Modem enterprises are therefore facing challenge to adopt optimum strategies to explore their staff training. This paper proposes that emphases shall be laid on the following aspects： （1） the training contents shall highly correlate with the employees＇ positional responsibilities; （2） their learning resources shall be open and generative; and （3） the training process shall be human-based and self-adoptive.     

The Spectrum of Four-Point Hubbard Model with Holes

The spectra of four-point Hubbard model with oneand two holes are given. The analytic results are com-pared with those of t-J and t-t'-J models. For one-holecase there exists a phase transition in the groundstate.The transition point is at t/U = 0. 054.     

Facing a Problem of Electrical Energy Quality in Ship Networks-measurements, Estimation, Control

In this paper, electrical energy quality and its indices in ship electric networks are introduced, especially the meaning of electrical energy quality terms in voltage and active and reactive power distribution indices. Then methods of measurement of marine electrical energy indices are introduced in details and a microprocessor measurement-diagnosis system with the function of measurement and control is designed. Afterwards, estimation and control of electrical power quality of marine electrical power networks are introduced. And finally, according to the existing method of measurement and control of electrical power quality in ship power networks, the improvement of relative method is proposed.
