Librarians Promoting Changes in the Health Care Delivery System through Systematic Assessment

Patient engagement in health care decisions largely depends on a patient’s health literacy and the health literacy attributes of the health care organization. Librarians have an established role in connecting patients with health information in the context of their care. However, librarians can play a larger role in helping to make changes in their organization’s health literacy attributes. This article discusses one medical library’s process of leading systematic assessment of their organization’s health literacy attributes. Included in this discussion is the institutional support, timeline, assessment tool, the results for five areas of health literacy, marketing and the event-planning process to disseminate results. The systematic assessment process described employs the Health Literacy Environment of Hospitals and Health Centers document, which provides assessment tools for Print Communication, Oral Communication, Navigation, Technology, and Policies and Protocols.     

The development of search filters for adverse effects of surgical interventions in medline and Embase

Background

Search filter development for adverse effects has tended to focus on retrieving studies of drug interventions. However, a different approach is required for surgical interventions.

Objective

To develop and validate search filters for medline and Embase for the adverse effects of surgical interventions.

Methods

Systematic reviews of surgical interventions where the primary focus was to evaluate adverse effect(s) were sought. The included studies within these reviews were divided randomly into a development set, evaluation set and validation set. Using word frequency analysis we constructed a sensitivity maximising search strategy and this was tested in the evaluation and validation set.

Results

Three hundred and fifty eight papers were included from 19 surgical intervention reviews. Three hundred and fifty two papers were available on medline and 348 were available on Embase. Generic adverse effects search strategies in medline and Embase could achieve approximately 90% relative recall. Recall could be further improved with the addition of specific adverse effects terms to the search strategies.

Conclusion

We have derived and validated a novel search filter that has reasonable performance for identifying adverse effects of surgical interventions in medline and Embase. However, we appreciate the limitations of our methods, and recommend further research on larger sample sizes and prospective systematic reviews.

Ten years of reviews

The March 2017 issue of the Health Information and Libraries Journal marks the 10 year anniversary of the inaugural review published in the journal's review series. The review series was conceived to meet the growing appetite of health library and information workers to access synthesised evidence to inform their practice; something we'd already been doing to support medics in their practice. This editorial looks back on the 10 years and the inspiration which saw the development of a typology of review types and associated methodologies to address the lack of consistent guidelines on the features a review should incorporate.

A ‘power law’ based method to reduce size-related bias in indicators of knowledge performance: An application to university research assessment

The knowledge production provided by universities is essential to sustaining a country’s long-term economic growth and international competitiveness. Many nations are thus driving to create sustainable and effective funding environments. The evaluation of university knowledge, productivity and research quality becomes critical, with ever increasing share of public funding allocated on the basis of research assessment exercises. Nevertheless, the existing methods to assess the universities’ knowledge production are often affected by limits and biases, extensively discussed in the scientific literature.In this paper we study how to reduce the effect of size-related bias due to university size on the indicators of knowledge performance used in evaluation exercises. We propose an innovative utilization of the scale-free property of the power laws as a scaling relationship, to normalize research productivity indicators, and provide results independent by the university size. Our method has evident policy implications and gives a contribution for the future design of assessment exercises.We apply our findings in a recent Italian research assessment exercise.     

Evaluating university performance using reference point based composite indicators

In this paper, we propose the application of a novel methodology to build composite indicators, in order to evaluate university performance. We analyse separately the three basic dimensions of our university system (research, teaching and technology transfer), because we are interested in getting a more accurate vision of each of them. In order to build the composite indicators, we use a multi-criteria analysis technique, based on the double reference point method. One advantage of this technique is the possibility to use reference levels, in such a way that the results obtained are easily interpreted in terms of the performance of the university with respect to these levels. Besides, aggregations for different compensation degrees are provided. In order to illustrate the advantages of this method, it has been applied to evaluate the performance of the public universities of the Spanish region of Andalucía, for year 2008. The results show that the performance of the Andalusian public universities in the teaching block is better than in the research and technology transfer blocks. The application lets us conclude that the methodology offers a warning system to assist in strategic decision making, and the values of the indicators allow us to find fields of improvement in all areas.
