The governance of sustainable socio-technical transitions

A quasi-evolutionary model of socio-technical transitions is described in which regimes face selection pressures continuously. Differentiated transition contexts determine the form and direction of regime change in response to these pressures. The articulation of pressures, and the degree to which responses are coordinated and based on resources available within the regime, define the transition context. Four alternative contexts are described: endogenous renewal; re-orientation of trajectories; emergent transformation and purposive transitions. Agency and power in the governance of regime transformation are analysed. Power to affect change depends on regime membership, the distribution of resources for change and expectations.

20世纪90年代以来,跨国公司为了迅速占领我国市场,实现其全球战略,不断加快在华的并购进程。同时,随着我国资本市场的日益完善、国有企业重组、产业结构调整和解决日益严重的就业问题等,我国也进一步加大了跨国并购的发展力度。换言之,我国正迎来一个跨国并购高速增长的时期,这对我国产业安全甚至经济安全产生了现实和潜在的影响。文章从跨国公司在华并购的现状出发,分析了跨国并购对我国产业安全带来的影响,进而从政府的角度提出了应对策略和建议。     

New challenges for higher education: global and Asia-Pacific perspectives

With rapid socio-economic changes, twenty-first century higher education is facing major challenges to its governance systems, curriculum, mission focus, external relations, research, and financing. A theoretical framework to analyze these post-massification challenges is suggested, with a focus on the Asia-Pacific region as well as global issues. Five main topic areas provide the basis for the theoretical framework: massification, privatization, accountability and governance, internationalization, and ranking and world-class universities. Some discussion of the possible effects of the financial crisis that commenced in 2008 is provided.

Educational decentralisation in Zimbabwe and Malawi: A study of decisional location and process

Debates about decentralisation, involving questions such as who should make decisions about public schooling and who should pay for it [Caillods, F., 1999. Preface. In: McGinn, N., Welsh, T. (Eds.), Decentralization of Education: Why, When, What and How? UNESCO, Paris] have permeated and affected educational planning in the last 20 or so years. This paper reports on and draws lessons from two pieces of work: an empirical study on the locus of decentralised decision-making power among Zimbabwean school heads, teachers and parent school governors in the areas of school finances, human resources and curriculum; and on a review of one article on the process of educational decentralisation in Malawi. Cross-national studies are necessary in this age of the internationalisation of education. The paper reveals that the process of educational decentralisation, and stakeholders’ perceptions of the locus of decentralised decision-making power are contested issues. There is no automatic link between decentralisation and the improvement of quality. The level of clarity of the guiding policy (ies), the capacity of the stakeholders, and the availability of resources are important deciders of the success or failure of educational decentralisation.     

eSport management: Embracing eSport education and research opportunities

Consumer demand for eSport and the growth of organized video game competitions has generated considerable attention from the sport, event, and entertainment industries. eSport therefore represents a novel and popular area for sport management academics to conduct research, educate students, and service industry. However, despite growth and acceptance by consumers and practitioners, academics debate eSport’s position within the domain of sport management, their debates largely concentrated around the question of whether eSport can be classified as sport. In this article, the authors argue for the inclusion of organized eSport events and competitions within sport management vis-à-vis eSport’s meeting certain defining criteria of sport in general. eSport’s connection to traditional sport and defining characteristics are addressed to support eSport’s role as a sport entertainment product recognized by industry as representing a substantial growth opportunity for sport and related organizations. As eSport continues to evolve, practitioners face managerial challenges that are similar to those in traditional sport, particularly in areas of governance and diversity. Sport management academics should embrace the potential of eSport in order to examine this evolution and provide guidance to industry through education and research.

公共治理理论是后工业时代从“政府中心”向“公民中心”转变的公民治理理论,提倡政府、市场与社会各方协作互动。回顾我国农村社区体育和农村留守儿童问题现状及其相关研究,展望其未来趋势与前景,农村社区体育在干预留守儿童心理成长方面有天时、地利与人和的优势。从公共治理的视角看,以农村社区体育干预留守儿童心理成长,符合构建和谐社会的时代要求,因而是可行且必要的。

全球价值链(GVC)是最近十几年新兴的分析框架,治理是其核心概念之一。文章主要回顾国外关于GVC治理的含义、模式、成因、应用及发展趋势等研究,并进行了简要评述。     

An ambiguous, contested terrain: governance models for a new South African education system

This paper reviews the development of education governance in South Africa during the 1990s. It outlines ambiguities within and between competing policies, tracing the historical trajectory and explaining its outcome. Apartheid governance, the attempts to reform it, policy options originating within the anti-apartheid movement, and the law passed in 1996 by the new Parliament, are discussed. Trends in South Africa during this decade have been consistent with trends in international education: decentralization, ‘rolling back the state’, privatization, increased class and/or regional disparities, and greater parental governance responsibilities.
