突发事件应急过程能力影响因素分析

近年来,我国各地遭遇突发事件的频率逐渐加大。因此,如何快速有效地对这些突发事件进行应急管理,降低突发事件造成的灾害损失,成为我国亟待解决的问题。本文分析了影响突发事件应急过程能力的五大因素,包括应急人员、应急社会保障、应急过程技术支持能力、应急信息系统和现代应急管理理念,以期为快速实现我国现有应急资源的配置与整合,不断提高突发事件应急联动能力,尽可能的降低各类突发事件对公共财产造成的损失提供参考。

Analysis of Influencing Factors of Emergency Process Ability

In recent years, incidents occur increasingly more frequently in China. Therefore, how＇ to manage these incidents quickly and efficiently and to reduce the disaster loss caused by emergencies become a problem to solve. This paper analyzes the factors which affect the ability of emergency process, including emergency personnel, social security, emergency process technical support ability, emergency information system and the modern concept of emergency management, in order to provide a reference to quickly implement configuration and integration of existing emergency resources in China, constantly improve the ability of emergency linkage, as far as possible to reduce the loss caused by all kinds of emergencies of public property.
