| 摘 要： | 外慈善事业是我国社会保障体系的有机组成部分，和谐社会的构建离不开慈善事业的发展。慈善事业的发展程度是凸显一个社会文明程度的重要标志之一。慈善作为既传统又现代的文化现象，一方面是对大多数公民可接受的一种精神价值，另一方面，慈善在和谐社会构建中具有弘扬文明道德、化解社会矛盾、提升公民意识等价值功能。
