| 摘 要： | 非正规就业蕴藏着巨大的发展潜势,其不仅是解决失业问题的有效途径,也是改善我国产业结构、促进我国第三产业发展的重要力量。鉴于当前其发展过程中存在的诸多障碍,政府在制订和执行政策的时候,应鼓励和扶持非正规就业的发展,并加以适当、适度的规范,最终通过非正规就业的良性、可持续发展带动和促进我国第三产业又好又快发展。
