| 摘 要： | 《思想道德修养与法律基础》这部全国高校必须统一使用的新教材，对具体行政行为、行政责任、行政处罚、民事行为等法律概念存在解释错误或瑕疵，因而就要对该教材中有关法律概念存在的解释错误或解释瑕疵进行了较深入的剖析，提出了相应的修改建议，以进一步完善高校思想政治理论课教材建设。

| Abstract: | Through using the teaching material of Thought Morals Tutelage and Legal Foundation, the auther found the new mertial that must be used by the national universities has some wrong explanations on administrative action, administrative responsibility, administrative sanctions, ets. This article made a deeply analysis on those legal concepts in this mertial, and poined out where the mistakes and slight defect were, and propsed the correcting suggestions. That provided the reference for improving the college＇s thought politics theory courses building. |
