| 摘 要： | 我国电子文件管理国家战略提出了统一性、全局性和战略性的"国家化"诉求;而地方档案部门管理分散性、局部性和短期性的发展现状,形成了电子文件管理的"区域性"态势。"国家化"与"区域性"在政策、标准以及项目的推进等方面有较明显的冲突,给电子文件管理国家战略的实施带来了困难。

| Abstract: | The national strategy of Electronic Records management appeals for unity,and a overall strategic "Nationalization".But the actual situation is the scattered,localized and short-term management of documents in local archives,form the "Regionalization" situation of Electronic Records management.There are more apparent conflicts on policies,standards and advancement of the projects between "Regionalization" and "Nationalization".These conflicts bring some difficulties for the implement of national strategy of Electronic Records management. |
