"治理"视野内的农村制度变迁 --对中国农村改革的再思考

"扩大农民自主权"是农村初始改革的关键起点.从"治理"的视角出发考察农村20年制度变迁,认为改革在历史的进程中建构着一条"自我强化"的路径.即"扩大农民自主权"与"治理转型"的互赖过程(1)通过国家权力向社会的回归而形成农民自我治理的发展;(2)经治理的传递性而促使国家层面的治理变迁.因此,"路径依赖"使改革积累了巨大绩效且为后续的改革提供了方向.

Rural Institutional Changes in the Field of Governance --Rethinking on China's Rural Reform

To enlarge peasants' decision making power" is a crucial starting point in the initial period of rural reform. From the angle of view of governance, this paper reviews the institutional change during the past 20 years in rural areas, and believes that, in the development of history reform has constructed a self enhancing path, that is, the interdependent process of "peasants'decision making power enlargement"and "transition of governance": the development of peasants' self governance was available by way of the returning of the power from state to society; the changes of the state level governance as a consequence of the transmission of the governance from the basic level. Therefore, "path dependence" has not only made previous reform accumulate great achievements. but also provided the orientation for the following up reform as well.
