体育类社会服务机构治理结构的研究

摘要：体育类社会服务机构是体育社会组织中的一种，具有公益性、实体性、民间性、服务性的特征，在政府转变职能的背景下，其是公共体育服务的供给主体，承担重要的社会责任。但是，目前无论是政府还是学界对体育类社会服务机构都少有关注，相关的研究几乎处于空白状态。基于此，主要采用文献资料法、访谈法、比较法等研究方法，从治理的角度，提出通过构建体育类社会服务机构内外部治理结构，完善体育类社会服务机构的治理，进而尝试寻求解决体育类社会服务机构存在的问题的路径，填补研究的空白。研究认为：1）体育类社会服务机构的内部治理结构以理事会为核心，理事会代表组织各利益相关方行使决策职能，共同对组织进行治理。监事制度是组织内部自律的体现，通过监督理事会和执行机构负责人，防止内部出现违背组织使命的情况。2）体育类社会服务机构的外部治理包括政府监管、行业自律和其他利益相关者的监督。

Governance Structure of Sports Social Service Agencies

Abstract: Sports social service agency is a kind of sports social organization, which has the characteristics of public welfare, entity, non-governmental and service. Under the background of the transformation of government functions, it is the main supplier of public sports service and bears important social responsibility. However, at present, neither the government nor the academic circles pay much attention to sports social service agency, and the relevant research is almost blank. Based on this, mainly using the methods of documentation, interview and comparison, from the perspective of governance, this study proposed to improve the governance of sports social service institutions by building the internal and external governance structure of sports social service agency, and then tried to find a way to solve the problems of sports social service agency and fill in the blank of research. Conclusions: 1) The internal governance structure of sports social service institutions is centered on the council. The Council represents all stakeholders to exercise decision-making functions and jointly govern the organization. Supervisory system is the embodiment of self-discipline within an organization; and it prevents internal violations of organizational mission by supervising the board of directors and the heads of executive bodies. 2) The external governance of sports social service agency includes government supervision, industry self-discipline and supervision by other stakeholders.
