高等教育收费制度改革探讨

现行的高校收费制度存在许多弊端,即高校没有收费自主权,影响了办学的积极性;削弱了高校对学费收入的支配权;学生缺乏学费负担轻重的选择权,学生欠费数额越来越大,制约了高校经费自筹能力;等等。为此,有必要建立高等教育成本核算制度,建立新的收费机制,建立与新的收费机制相适应的一系列配套机制。在政府及主管部门的主导下,学校可以根据所提供服务的资源稀缺性、层次、水平以及学校的运营成本,考虑市场中的竞争性、学生的负担能力的可能性,合理确定学费标准,建立适应市场经济体制的新的收费制度。

A Study on Reforms of Higher Education Fee Collection System

There are some malpractices in the fee collection system being carried out in colleges and universities nowadays: universities do not have the right to collect fees, which influences the enthusiasm that runs a school; the right to allocate the fees is weakened; the students have less choice in selecting the rate of the fee, etc. So the amount of debt from the students is getting bigger and the ability of the colleges to raise funds independently is restricted. Therefore, to set up a cost accounting system of higher education becomes the core and the premise on the reforms of the fee collection system. Under the leadership of the competent authorities, colleges and universities may consider the competitiveness of the market and the possibilities of the students' fee capability accordingly. Then the fee level may be determined and a new fee collection system which suites the market?oriented economy may be established.
