| 摘 要： | 在经济全球化、区域个性化的国际背景与经济体制改革、西部大开发的国内背景下，区域创新才能发展。探讨了区域创新概念与思路，创新在区域发展中的意义；提出了政府在区域创新中存在着宏观职能与微观职能，同时应注意防止职能过度问题。

| Abstract: | Under the international background of economic globalization and regional individuation; the national background of economic system reform and Western Exploitation, regional development depends on innovation. The article discussed the concept and thinking of regional innovation and the effect of innovation; it also put forward that the regional government played an important role in the regional innovation. |
