陕西水资源开发的战略工程:南水北调

摘    要:地表经流水量是人类社会最重要的水资源.世界人均占有年经流量7800m3,中国为2100m3,陕西仅为1300m3.全省70%的水资源分布在陕南,80%的工农业生产和人口分布在关中和陕北.建国以来,解决水资源供求矛盾有两点局限:一是局限于干旱区内的调节,关中地区的水利工程很多;二是规划的调水方案局限于引黄(河)工程.解决陕西水资源供求矛盾的根本出路和关键是:实施南水北调工程.

The Strategic Program to exploit water Resource in Shaanxi

Abstract:Surface runoff is the most important water resource for human beings. The average surface runoff for each person is 7800m3 per year in the world. And it is 2100m3 in China and 1300m3 in Shaanxi. Of all the water resource in Shaanxi, 70 percent is dispersed in the south while 80 percent of the industry and population are distributed in the central and northern part. There were two limitations in settling the contradiction between supply and demand of water after the liberation of china. One was to regulate with in the arid area, and which results in many water conservancy projects in the central plain area. The other is that the water-drawing strategy programmed is only limited to the water from Huanghe River . The fundamental way out for setlling the contradiction is to apply the strategic program of drawing the water from the south of Shaanxi to the north .
