| 摘 要： | 牢固树立和全面落实科学发展观,在实践以人为本的过程中,“以经济建设为中心”是“以人为本”的基础,“以人为本”是“以经济建设为中心”的目的,以人为本的实质是以最广大人民群众为本,核心是以人的全面发展为本,在知识经济时代尤其要以人的能力为本。

| Abstract: | Firmly setting up and the overall implementing scientific developmental view in an overall way,in the process of practising human-orientation,taking economic construction as the center is the foundation of human-orientation.Human-orientation is the purpose of taking economic construction as the center.The substance that Human-orientation takes the most crowd as origin and the core is taking the person's overall development as origin.We especially should take people's ability as origin in the knowledge economy age. |
