经济发展软环境建设问题探析

建设经济软环境具有重大意义，经济软环境的营造意味着政府职能的转变，意味着机关公务人员的服务质量的提升，意味着社会诚信程度增强，意味着浓厚的文化氛固形成，意味着社会治安的实际状况改善。现实中，经济软环境建设的制约因素有，一是政府职能错位，二是经济管理部门违规操作，三是执法人员不公正执法，四是服务行业的服务质量低下。建设经济软环境应采取的基本对策是：一要大力解放思想，二要营造宽松优惠的政策环境，三要转变政府职能，四要规范行政行为，五要提高服务水平，六要健全监督机制。只有这样，才能把经济建设所处的软环境问题解决好，才能实现经济的全面协调和可持续的发展。
