论媒介权力的来源与特性

摘    要:媒介技术造成的“信息落差”是媒介权力的根本来源。媒介权力必须在公众参与下才能得以实现。媒介权力的本质是一种公众权力,是公众委托给“把关人”行使的权力。各种社会权力向媒介渗透,使媒介权力呈现出不同的面目,但作为公共权力的内核是没有改变的。媒介权力具有两重特性:即工具性和社会性。我国宪法规定:“一切权力属于人民”,这为凸现媒介权力的社会性创造了可能。

Abstract:Information fall" caused by the media technologies, is the fundamental origin of the media power. As a kind of "potential energy", media power can be transformed into "kinetic energy" on the condition of attendance of the public. In nature, Media power belongs to the public while the public consigns it to the "gatekeepers". In the social structure, the nature of media power remains unchanged, although the media power has been penetrated by the religious power, political power and economic power, etc. Media power has the characteristics of sociability and of utility. Media power must be controlled to obtain the balance between the two characteristics.
