基于产业价值链理论的黑龙江省冰雪体育产业发展研究

冰雪资源是黑龙江省的特色资源，其在一定程度上拉动了黑龙江省的经济收入，创造了更多的就业机会。但随着黑龙江省经济的发展，产业结构的不断优化升级，作为推动力量的冰雪体育产业还存在着很多突出问题。通过文献资料法、访谈法、对比分析法等方法，运用价值链理论方法进行分析，对黑龙江省冰雪体育产业的发展有着重要的理论和现实意义。分析认为黑龙江省冰雪体育产业价值链未完全建立，并缺乏核心竞争力且在冰雪文化的基础教育方面欠缺。提出黑龙江省冰雪体育产业发展，要充分发挥政府的调控功能，从实际出发，寻求新的切入点，做好冰雪运动、文化和旅游的结合，不断创新，延伸产业链条，制定符合黑龙江省冰雪体育产业实情的产业发展优化策略，以区域合作谋求长远发展。

Study on the Development of Ice and Snow Sports Industry in Heilongjiang Province Based on Industrial Value Chain Theory

Ice and snow resource is the characteristic resource in heilongjiang province,which brings the economic income and creats more chances of employment in heilongjiang province to a certain degree. But with the development of economy in heilongjiang province,the continuous optimization and upgrading of industrial structure,as the driving force of ice and snow sports industry,there are a lot of problems. With the methods of literature materials,interview,comparative analysis and other methods,analyzed by using the theory of value chain method,it has an important theoretical and practical significance for the development of ice and snow sports industry in heilongjiang province. It is analyzed that ice and snow sports industry value chain in heilongjiang province was not fully established,and lack of core competitiveness and lack of education on the basis of ice and snow culture. On the development of ice and snow sports industry in heilongjiang province,put forward to give full play the government regulation function,practically seek the new breakthrough point,make the combination of ice and snow sports, culture and tourism,continuous innovation,extending industrial chain,formulates the optimization strategy with the truth of the industrial developmentof ice and snow sports industry of heilongjiang province,with regional cooperation to seek long-term development.
