Studying on the Olympic Chater,the author has found out that the Olympic basic principles With Olympism as the core are the theoretical basis and ideological guarantee;while the Olympic or- ganization with the International Olympic Committee as the highest organ of power is the institution- al guarantee to fulfil the Olympic aims.The paper also reveals that the Summer and Winter Olympic Games,actiing as the Olympic competitive activities of the supreme rank,are playing an important part in promoting the Olympic movement.
