高校科技工作者对科技资源配置状况认知及满意度研究

在问卷调查的基础上,基于高校科技工作者的角度分析了当前我国高校科技资源配置的状况,并对比了不同特征下的高校科技工作者对科技资源状况满意度评价差异。结果表明,高校科技工作者对目前科技资源配置状况不满意,科技资源配置存在过度“行政化”、资源重复分配以及共享率低等问题。并提出了建立市场配置资源与政府推动相结合、学科特色与高校科技资源配置大局相协调、节约和共享相一致以及创新评价和人才激励相配套的高校科技资源配置方式等政策建议。

Research on the Cognition and Satisfaction of Science and Technology Workers in Science and Technology Resource Allocation

On the basis of the questionnaire survey, analyzed the status quo of the allocation of science and technology resources in colleges and universities in China based on the perspective of the university science and technology workers, and compared the difference of the evaluation of the satisfaction of science and technology resources among the university science and technology workers under different characteristics. The results showed that the scientific and technological workers in colleges and universities are not satisfied with the current situation of scientific and technological resources allocation, and there are excessive "administrative", repeated allocation of resources and low sharing rate. And putted forward some policy suggestions such as the establishment of the combination of the market allocation resources and the government promotion, the coordination of the disciplines and the overall situation of the allocation of science and technology resources in colleges and universities, the integration of conservation and sharing, and the allocation of scientific and technological resources.
