广东省科技项目经费管理现状及存在问题分析

为全面贯彻落实"创新驱动发展"战略,近10年来国家财政科技投入年均快速增长达20.4%,广东省财政科技投入年均增长率为23.3%。广东省财政科技投入的快速增长极大提升了科技建设水平,但也存在一些问题。主要从科技项目经费的角度,分别从科技经费分配结构、经费资助方式、财务评审作用、信息公开以及监管培训等方面对广东省省级科技项目经费管理情况进行研究,分析科技项目经费管理过程中存在的问题并提出建议意见。

Current Situation and Existing Problems of Science and Technology Project Funds Management in Guangdong Province

In order to fully implement the "innovation driven development" strategy, in the past ten years, the state fiscal investment in science and technology has made a rapid developmentat an average annual growth rate of 20.4%. Guangdong Province, as a strong province of science and technology, has offered financial technology input with an average annual growth rate of 23.3%. The rapid growth of financial investment in science and technology has greatly promoted the level of scientific and technological development, but there are also some problems. This paper mainly from the perspective of science and technology project fundsexplores the research including science and technology funds allocation structure, funding methods, the role of financial evaluation, information disclosure and regulatory training, and analyzes the existing problems in the management of science and technology project funds. Finally the paper puts forward some suggestions.
