“一带一路”背景下我国知识产权输出政策研究

我国提出并实施"一带一路"倡议以来,南南合作框架在总体外交格局中的地位得到了显著提升,但一系列学术问题仍未得到科技政策学的明确解答。通过对1978-2017年我国关于输出的科技政策进行全时段、全样本量的政策文本分析,发现我国低端资源输出科技政策稳占整个输出类科技政策的26%,中端产品输出科技政策约占57.3%,而高端知识产权输出科技政策仅占16.5%。高端知识产权输出在"以我为主"推进"一带一路"国际科技合作中占据关键地位,当前需要加快完善"一带一路"国际合作知识产权输出的政策体系。建议通过选择基础设施工程建设作为制造业突破口、选择跨境电商网络平台技术作为服务业突破口来完善我国"一带一路"国际合作知识产权输出的政策体系建设。

Policy of Intellectual Property Export in China Under the Background of "the Belt and Road" Initiative

Since "the Belt and Road" initiative was put forward and implemented in China, the status of the framework of South-South cooperation in the overall diplomatic structure has been significantly enhanced, but a series of academic problems have not been clearly answered by science and technology policy. Through a full-time and fullsample analysis of China’s science and technology policy on export from 1978 to 2017, it is found that China’s low-end resource export science and technology policy accounts for 26% of the total export science and technology policy, the mid-range product export science and technology policy account for about 57.3 percent, while high-end intellectual property export science and technology policy account for only 16.5 percent. The export of high-end intellectual property rights plays a key role in promoting "the Belt and Road" initiative international cooperation in science and technology, at present, it is necessary to speed up the improvement of the policy system of intellectual property export of "the Belt and Road" initiative international cooperation. It is suggested that the construction of infrastructure project should be chosen as the breakthrough point of manufacturing industry, and the technology of cross-border e-commerce network platform should be chosen as the breakthrough point of service industry, to perfect the policy system of intellectual property export of "the Belt and Road" initiative international cooperation in China.
