试论推进民闻资本进程中的政府职能转变

当前我国政治体制改革滞后于经济体制改革，严重制约着民间资本的发展。为了推进民间资本的发展，实现国民经济长期稳定发展，政府必须加快政治体制改革，实现投资性政府向服务性政府的转变，在拉动民间投资的进程中政府应发挥如下职能：一、加强政府服务功能，为民间资本营造一个良好的发展环境：二、取消市场准入限制，拓宽民间投资的进入领域和投资方式；三、加强财政支持力度，促进民间投资发展；四、改革金融体制，改善融资环境。

On the Governmental Function Transformation in Advancing Non-governmental Capital

At present,our national political system reforms lags behind our economic system reforms,which severely restricts non-governmental capital development.In order to push forward its development and carry out national economic development,our government should quicken political system reforms so that we can transform investment government into service one.In course of advancing non-governmental investment,our government should exert the following functions:(1)Improve the environment and construct an equitable development environment for the non-governmental capital.(2)Further soften the entry fields for the non-governmental capital.(3)Give energetic financial support and regulate the taxes and the fees to relieve the burdens of the enterprises to promote its development.(4)Widen the non-governmental financing channels.
