论我国城镇社区失地农民安置和社会保障问题——以广西宜州市城郊社区为例

随着我国经济和各项事业的快速发展,工业化和城市化进程不断推进,建设用地需求大量增加,全国城镇集体土地征用规模越来越大,失地农民不断增加,他们的就业安置和社会保障问题已日益成为关系到我国社会和谐发展的大问题。如果处理不当,不仅影响我国经济建设的步伐,而且容易成为社会不稳定因素,妥善解决城镇社区失地农民的就业安置和社会保障问题不仅是我国解决“三农”问题的热点,更是当前构建和谐社会要着重解决的重大课题。

Consideration About the Settlement and Social Security of the Peasants Living in the Suburb

With the rapid development of our country's economy and other sectors and with the increasing improvement of the industrialization and the urbanization,the need of the land for construction is increasing greatly.The number of peasants who lose the land is also increasing,because the land in the suburb is confiscated extensively.Their employment and social security has become a big problem concerning our social harmony.If we can not deal with it well,it will not only hinder the economy of our country,but lead to some unsteady factors in our society as well.Therefore,appropriate settlement of the employment and the social security will play an important role in solving the problems of the agriculture,the rural area and peasants,furthermore,will be a big issue for establishing the harmonious society nowadays.
