对当前使用“举国体制”概念的置疑

分析了“举国体制”的背景和作用,指出它曾是对计划经济体制下体育体制的概括,在今天使用这类重要的理论与政策概念,应充分考虑其与时代特点和发展趋势相吻合的程度,充分估计其对我国体育改革与发展所带来的多方面影响,认为体育体制改革是随着建立社会主义市场经济体制的整体性变革,而不是在原有框架内的改良,将“举国体制”仅限定在竞技体育领域,与整个体育体制存在着逻辑上的矛盾;“举国体制”在资源配置的主导力量和方式上,背离了市场经济体制改革的方向;“举国体制”在不同深化改革和加入WTO的新形势下,不能保证和推动我国体育的发展,因此不宜再用“举国体制”的概念来称谓我国当前的体育工作。

The Queries on the Concept of "the Whole Nation System" Used Currently

This paper analyzed the background and effect of "the Whole Nation System", and pointed that this concept was a summary of sport system under the planned economy system. At present, when we use this kind of important theories and policy concepts, we should consider if they are fit to time characteristics and development trends and should estimate this concept will bring many effects on the sport reformation and development in China. The author thought that the sport system reformation is not an improvement within former frame but a whole reformation accompanying socialism market economy system reforming. If we used the concept of "the whole nation system" only in the field of competitive sport, that have the logical contradiction with the whole sport system. So it is not proper to use this concept to represent the sport works in our country today.
