实现和谐世界的国际法治途径

胡锦涛主席在联合国成立60周年首脑会议上的讲话中提出了“坚持包容精神,共建和谐世界”的重要思想。和谐与法治的理念是融会在一起的,实现和谐世界的一个重要途径是法治途径。广义的法治包括政治与法治,国际法治从法律上说是指当代国际法体系建设;从政治上说就是“全球治理”;政治与法治的制度建设均落实在联合国改革上。因而建设和谐世界的法治途径包括完善当代国际法体系、加强全球治理和推进联合国改革。这也是中国参与和谐世界建设,并力争在其中发挥主导作用的重要途径。贯穿这三方面任务的一个共同原则是要维护和坚持国家主权平等原则。

The Harmonious World and International Legal System

President HU Jintao brought forward an important thought of “building a harmonious world” at the UN summit in September 2005. The concept of harmony is closely connected with the concpet of law. The broad sense of international rule of law consists of international politics and international law, and the on-going UN reform is a reflection of the new trends of them. Therefore, to perfect international law system, to improve global governance, and to promote the UN reform are the three main approaches to building the harmonious world; they are also three important ways for China to participate in building the harmonious world and try to play an active role. Respecting and defending state sovereignty is a basic principle of running through all the three aspects of building a harmonious world.
