| 摘 要： | 安全问题是电子政务建设中的关键性问题之一．成为制约电子政务发展的重要原因。针对目前电子政务建设中存在的主要安全风险，提出从人员管理、制度建设、应急机制和法规建设四个方面来加强电子政务安全管理体系建设。

| Abstract: | The security problem is one of the key issues in the e-government construction,which is an important factor restricting the development of e-government.This paper analyses current security risks in the building of e-government,and proposes to reinforce the safety management system from four aspects,which are personnel management,system construction,emergency response mechanism and laws construction. |
