摘    要:本文尝试通过构建低碳科技创新体系来落实低碳示范园区建设。强调创新体系是为了实现低碳示范园区作为区域中心、重要枢纽、示范样板、内生源泉、科普阵地的目标。创新体系包括产学研相结合的开发系统、以孵化器为核心的公共平台系统、政府主导的低碳政策法规系统、以低碳技术服务为支撑的保障系统、以生态文明为旗帜的社会文化系统,通过人、财、物、信、策等措施确保其顺利实施。

Abstract:This paper tries to construct a low carbon technology innovation system to implement the construction of low carbon demonstration park. Highlighting the innovation system is to achieve the goal of constructing a low carbon demonstration park as an important regional center,a significant hinge,a demonstration templet endogenous sources, and a base to popularize science. The innovation system includes the R D system integrating teaching,research and production,the public platform system with the incubator as the core,the policies and regulations system of low carbon administered by the government,the guarantee system providing low carbon technical support and the social culture system advocating ecological civilization. The joint efforts of the support of labors,finance,resources,techology and policy will guarantee the smooth operation of the low carbon technology innovation system.
