长江三角洲地区风能资源开发与大规模非并网风电产业基地建设

摘    要:本文分析了长江三角洲地区的风能资源及其空间分布和沿海风电开发建设条件,讨论了该区非并网风电开发现状及存在问题提出了长江三角洲地区风能资源开发的原则、建设超过1 000×104kW非并网风电基地的发展目标和相应实现的节能减排与经济效益目标。以此为指导,在长江三角洲地区沿海规划布局16个风电场址,风电装机容量达到1 200×104kW,其中45%为非并网风电。并整合建设3个非并网风电与高耗能无碳型产业基地,即:苏北沿海非并网风电与高耗能产业基地、沪苏南沿海非并网风电与高耗能产业基地和浙北沿海非并网风电与高耗能产业基地。针对每个产业基地提出了相应的非并网风电产业布局思路,最后提出了长江三角洲地区风能开发和非并网风电产业基地建设的对策措施。

Wind Energy Resource Exploitation and Construction of Large-Scale off-Grid Wind-Powered Industrial Bases in the Yangtze River Delta

Abstract:The Yangtze River Delta referred to here includes Shanghai, Zhejiang Province and Jiangsu Province. The wind energy resources are abundant and electric power resources are limited in the Yangtze River Delta area, so there is a bright future for development of renewable energy using wind-powered electricity. By analyzing the quantity and spatial distribution of wind energy resources and the status of coastal wind-powered electricity exploitation, we analyze the current situation and problems of wind power off-grid exploitation in the Yangtze River Delta area. This paper describes the principles and development goals of wind energy resource exploitation, the goals of constructing 10 million kilowatt class off-grid wind-powered industrial bases, the goals of energy-saving and emissions reduction, and economic goals related to wind power. With these guidelines, we propose 16 wind farms along the coast of the Yangtze River Delta area, with an installed capacity of wind power totaling 12 million kilowatt, with 45% for off-grid wind power. This paper suggests that 16 planned wind farms be integrated into 3 off-grid wind-powered electricity industrial bases located in northern Jiangsu, southern Jiangsu and Shanghai, and northern Zhejiang. The wind-powered electricity industrial bases of Jiangsu and Shanghai would compose the 10 million kilowatt class wind-powered electricity industrial base. Some modern chemical industries would be established as part of the northern Jiangsu off-grid wind-powered electricity industrial base, such as chlor-alkali chemicals, electrolyzed seawater chlorination, electrolytic aluminum, iron and steel industry, modern shipping and transport, processing of basic raw materials, and power machinery. The southern Jiangsu and Shanghai off-grid wind-powered industrial bases would be an incubator for new technologies in wind power, so the major function is to speed up scientific and technological innovation in wind power and strengthen the cooperation between scientific research organizations and training organizations. In addition to provide a reliable electric power safeguard for Zhejiang province, the northern Zhejiang off-grid wind-powered electricity industrial base will develop some high-energy-use chemical industry in order to lengthen the local industrial chains combining the shipping, steel, and machinery industries in northern Zhejiang. This article describes the thinking on industrial arrangement for each industrial base, and proposes corresponding policies and measures to exploit wind energy resources and construct off-grid wind-powered electricity industrial bases.
