| 摘 要： | 通过对多元化获取与利用模式内涵的分析,指出政府信息资源多元化获取与利用的可行性、必要性,同时探讨了市场模式与公益模式的具体运作形式以及与政府的合作类型。进一步阐述了政府、第三部门以及私人企业在政府信息资源获取与利用过程中的组织边界、竞争与合作关系的具体表现,从而明确了政府信息管理职能。
