| 摘 要： | 皖北地区虽然拥有丰富的旅游资源,但旅游业发展仍然较为落后。为了改变皖北旅游业的落后面貌,有必要加强皖北区域旅游合作。皖北区域旅游合作中,应以利益主体理论为指导,采取"主体广泛参与、资源高度整合、区域联动发展"的区域旅游合作模式,通过构建利益均衡机制、成立皖北旅游合作组织、统一进行旅游规划与开发、培育合作意识以及优化政策环境等相关措施加强区域旅游合作,促进皖北旅游业健康和谐发展。
