按照中央提出的对待腐败要“标本兼治，综合治理，惩防并举，注重预防”的方针，在注重案件查处治本功能方面，必须坚持与高校现实环境相结合，必须坚持与预防腐败工作相结合，必须坚持与廉政关口前移相结合，必须坚持与廉政文化建设相结合，切实抓好源头治理，把查办案件与警示教育、建章立制、监督管理、服务发展紧密相连，理清思路，确保反腐倡廉“四个结合”到位。
