| 摘 要： | 在科研选题立项过程中，开展科研项目策划工作，对于提高科研立项的有效性和科研成果的具有重要的作用。通过对科研项目的策划理论探讨，提出了科研项目策划的方法与原则，以及科研项目策划的效果评价方法。
