闭环供应链视角下废旧电器电子产品回收再利用的激励机制与对策

在我国废旧电器电子产品(WEEE)的回收再利用现状分析和文献回顾的基础上,讨论了国内外WEEE的立法及我国生产企业对回收基金的反应,指出我国法律实施效果不佳的根本原因是未能考虑闭环供应链CLSC上除生产商外其他成员企业的利益,实行生产商负主要责任的CLSC责任制是WEEE回收再利用的合理可行策略;讨论了CLSC视角下WEEE回收再利用的结构,得到三种可行的CLSC流程;探讨了WEEE回收再利用的三种激励机制,特别是奖惩机制,并以此为基础分别给出了WEEE回收和再利用的管理对策。

The Incentive Mechanism and Countermeasure for the Collection and Recycle of Waste Electrical and Electronic Equipment from the Perspective of Closed-Loop Supply Chain

Based on the literature review and status quo of WEEE collection and recycle analysis,the WEEE legislation at home and abroad and the response of manufacturing enterprises in China are discussed.We point out that the key reason of unsatisfying implementation for WEEE legislation is that the legislation can not considering the whole CLSC,and the CLSC responsibility with producer’s main responsibility is reasonable and viable.The structure of WEEE collection and recycle is analyzed based on CLSC angle,and three feasible CLSC flow paths are obtained.Then we discussed three incentive mechanisms about WEEE collection and recycle,especially the premium and penalty mechanism.Guided by them,the management countermeasure is obtained for collection and recovery respectively.
