教育信息化与“现代化风险”

究竟什么是教育现代化？教育现代化是否也存在＂现代化风险＂？这是我国实现教育战略目标需要深入思考的问题。教育现代化是一个国家教育发展较高水平的状态,其核心是实现人的现代化。时下一些普遍存在的观点恰恰偏离了这一宗旨,例如没有教育信息化就一定不能实现教育现代化等等。教育信息化不是实现教育现代化的充分条件,更不是必要条件。教育现代化存在着＂现代化风险＂,过于强调信息技术在教育中的拓殖,正是教育现代化的风险所在。从这个意义上说,教育现代化风险的实质就是教育信息化风险。研究教育信息化的当务之急应是研究教育信息化风险,包括信息技术的安全性、破坏性、适用性、效益性等一系列问题。我们不仅要看到信息技术为教学带来的福祉,也应看到应对应用信息技术所要付出的代价。因此,规避教育现代化风险,不是要如何控制信息化工具本身,而是要控制对信息化工具的使用。

Education Informatization and "Modernization Risk"

What is education modernization？ Whether does the＂modernization risk＂ exist in this field？ These questions need to be deliberated on if we intend to realize our country＇s strategic objectives in education. Education modernization is the higher national development level of education, the core of which is to realize the modernization of the people. Nowadays some of the prevailing views, such as ＂no educational modernization without education informatization＂, are deviated from this purpose. Educational informatization is neither a sufficient condition for educational modernization, nor a necessary condition. The modernization risk of education lies in the overemphasis and colonization of information technology. It is of great urgency to study the risks, including the security, destructiveness, adaptability and profitability of the information technology. We must not only enjoy the advantages of IT for teaching, but also understand the cost of coping with its application. Therefore, to avoid the risk of education modernization is to control the application of information technology tools rather than to control the tools themselves.
