摘    要:阐明了人力资源开发的战略意义;分析了我国、特别是我国西部在人力资源开发方面的主要差距;提出了强化西部人力资源开发的若干对策,包括制定人力资源开发战略、发挥政府的导向和调控作用、加大人力资源投资、建立和完善以能力为本的就业培训制度、建立和完善人力资源市场制度体系、以教育信息化推动人力资源开发的发展、最大限度创造就业机会、积极探索创建学习型社会的新途径等。

Abstract:This paper illustrates the strategic significances of developing personnel resources. It also analyzes the gaps in DPR between home and abroad, especially between the east and west areas in China. In particular, several measures on strengthening DPR are proposed, including designing strategies for DPR, emphasizing the role of government as guider and macro-administration, increasing the investment in personnel recourses, establishing and improving the job training system, promoting DPR with the help of educational informationalization, creating the maximal number of job opportunity, and actively seeking new ways of establishing learning society.
