中国经济社会发展特点与国家体育政策的转折:基于科学发展观的理论探索

邓小平的"三步走"理论科学地把中国经济社会发展划分为3个历史阶段,即"温饱型"社会、"小康型"社会和"中等发达型"社会。本文对3个历史阶段的分期特征进行了阐述。目前,我国社会正处于"温饱型"社会向"小康型"社会的转型期,"温饱型"人口还占总人口的大多数。有些地区、有些人群才刚刚脱贫,还有一部分人口至今未能摆脱贫困。在这样的历史条件下,中国体育发展的基点,只能是保证绝大多数人的体育锻炼的基本条件和基本权利。从这个观点出发,中国现行的体育发展战略是存在缺陷的,必须结合中国经济社会发展的水平,重新审视中国体育发展之路。

The Characteristics of Economic Social Development and Turn of the National Sports Policy of China :Theoretical Exploring on Scientific Development Concept

DENG Xiao-ping’s "Three Step Theory" divides the development of the economy and society of China into three historic phases:simply having adequate food and clothing society,well-off society and moderately developed society.The characteristics of three historic phases are explained.At present,the society of China is in the period of transferring from simple having adequate food and clothing society to well-off society.The mass population of some regions has got rid of poverty just now.Some people have not broken away from poverty.The basic point of strategy of the China sports development should assure the postulate and the basic right of mass population under such a historic condition.The actual system of China sport development exist the big limitation from this point of view.We must review the developmental strategy of our physical culture and sport once again with combining the current level of economy and society of China.
