英国体育政策受人文地理、政党更迭、学者思想和法律等影响,在体育政策的制定与执行中,其发展重心偏向于社区体育,体现节约、实用、决策民主化、操作标准化和财政收支公开化,且每10年微调体育政策目标方向。现阶段英国体育政策发展的核心是为民众提供平等参与体育的机会和提高参与率,以及办好2012年伦敦奥运会。英国体育政策在"利民"和"利国"之间维持相对平衡。我国体育政策的发展,可以借鉴英国确立体育发展目标及制定程序和决策上的经验。

British Sport Policy Development and Its Implications

Influenced by geographical and humanistic features,the changes of the ruling parties,the academic thinking and laws,UK has been focusing on community sport in the formulation and implementation of its sport policy in the past 50 years.Its sport policy features with economy,practicality,democratic decision-making,standardized operation,open budgeting and so on.With slight re-adjustment of sport policy target and direction every 10 years,the government is now to provide the public with an equal opportunity to participate in sport,to enhance their participation and to successfully host the 2012 London Olympic Games.On the whole,the British sport policy tries to maintain a relative balance between benefiting the public and benefiting the nation.Hence,China may draw upon UK’s experiences in establishing the sport development goal and its policy formulation and procedures in decision-making.
